RESOLUTION 1) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS 2) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH ULTRAEX TO PROVIDE TRANSPORTATION FOR THE MEALS-ON-WHEELS PROGRAM AND FUNCTION AS BACK UP FOR THE SAN MATEO MEDICAL CENTER COURIER FOR THE TERM OCTOBER 1, 2008 TO JUNE 30, 2010, IN AN AMOUNT NOT TO EXCEED $720,670 AND 3) AUTHORIZING THE CHIEF EXECUTIVE OFFICER (CEO) OF SAN MATEO MEDICAL CENTER OR THE CEO’S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISION

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, Section 2.92.050 of the San Mateo County Ordinance Code authorizes the Board of Supervisors to waive the Request for Proposals (RFP) process in any situation where the Board determines that the best interest of the County could be served without the necessity of formal proposals; and

WHEREAS, the County’s Aging and Adult Services presently operators a meals on wheels program which prepares and delivers meals to home bound seniors and disabled adults throughout San Mateo County; and

 

WHEREAS, delivery of meals is currently provided by Catholic Charities CYO, which has given notice of intent to cease participation in the program; and

 

WHEREAS, Aging and Adult Services has requested that the SMMC provide delivery services for these meals; and

WHEREAS, there are not sufficient drivers within the SMMC to deliver the meals required in this program; and

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an Agreement, reference to which is hereby made for further particulars, whereby UltraEx will provide transportation for the Meals-on-Wheels program and function as back up for the SMMC courier; and

WHEREAS, the Board has considered the Agreement and approved it as to both form and content and desires to enter into it.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of the Board of Supervisors be, and is hereby authorized and directed to waive the RFP process and to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.

 

BE IT FURTHER RESOLVED that the Chief Executive Officer of San Mateo Medical Center shall be authorized to execute Amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
