RESOLUTION:

1.

WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS;

2.

AUTHORIZING THE PRESIDENT OF THE BOARD TO AN AGREEMENT WITH U.S. SECURITY ASSOCIATES, INC. FOR SECURITY GUARD SERVICES AT THE MEDIUM SECURITY FACILITY IN LA HONDA FOR A SEVEN-MONTH TERM (DECEMBER 1, 2008 THROUGH JUNE 30, 2009), AND AN AMOUNT NOT TO EXCEED $210,000; AND

3.

AUTHORIZING THE SHERIFF OR THE SHERIFF’S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY'S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL BUDGET. AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL BUDGET.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the Sheriff has recently renovated the Medium Security Facility (MSF) in La Honda in anticipation of re-opening it to inmates as the result of the jail overcrowding issue; and

WHEREAS, to prevent the occurrence of thefts while the facility is not occupied, security is needed on a 24x7 basis; and

WHEREAS, the County wishes to contract with U.S. Security Associates, Inc. for the provision of security guard services at MSF for a seven-month term (December 1, 2008 through June 30, 2009), and an amount not to exceed $210,000; and

WHEREAS, based on the Contractor’s ability to recruit and staff the sites with trained, responsible personnel on an on-going basis, responsiveness of management staff, and reasonableness of billing rates, the Sheriff’s Office is requesting that the RFP process be waived; and

WHEREAS, this Board has been presented with the Agreement and has approved it as to both form and content, and desires to enter into same:

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED THAT THE:

1.

Request for Proposals process is waived;

2.

President of this Board of Supervisors be, and is hereby authorized to, execute the Agreement with U.S. Security Associates, Inc., for and on behalf of the County of San Mateo, and the Clerk of this Board of Supervisors shall attest the President’s signature thereto; and

3.

The Sheriff and/or the Sheriff’s designee are authorized to execute contract amendments which modify the county's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal budget. and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal budget.
