Recommended Revision to the Salary Ordinance

 

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Goal 20:

Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

 

The salary adjustment of one classification, salary differential adjustment of one position, reclassification of forty positions, conversion of four positions, splitting of one position, addition of two positions, and deletion of one position will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of one unclassified position implements the will of the voters as reflected in their passage of Measure D.

 

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make adjustments to department staffing configurations.

 

Discussion

The salary ordinance changes herein represent:

adjusting the salary of one classification,

adjusting the salary differential of one position,

reclassifying forty positions, thirty-nine of which are information technology positions,

converting four positions,

splitting of one position to half-time,

adding two positions,

deleting one position, and

converting one unclassified position to classified status as required by Measure D.

 

The information technology reclassification changes are a result of a Countywide study conducted on all departmental information technology positions.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

Action A:

Add: 4.26% to the current salary differential being paid to D110, Information Technology Manager for having responsibility for coordinating multiple projects impacting fiscal and related departments.

   

Explanation:

This is the addition of 4.26% to the current salary differential being paid the Information Technology Manager. This action increases the total salary differential to 10%, which is being paid for the incumbent’s responsibility for designing and maintaining financial systems that are currently used by multiple departments. This action represents a monthly salary and benefits cost of $393. There is no change in the total number of authorized positions.
