Agreement with Pyramid Alternatives for Bridges

 

RECOMMENDATION:

Adopt a resolution

    1) Authorizing the President of the Board of Supervisors to execute an Agreement with Pyramid Alternatives for the purpose of providing substance abuse counseling, education, anger management, life-skills training, and supportive supervision to clients in the San Mateo County Adult Probation’s Bridges program for the term of January 1, 2009 through December 31, 2010, for a maximum obligation of $229,213.

    2) Authorizing the Director of Probation Department or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

Pyramid Alternatives has been providing substance abuse counseling education, anger management, life-skills training, and supportive supervision to Bridges clients since the inception of the Bridges program in the mid 1990s and was selected via the recent RFP process. This contract is to secure a range of services to be provided annually to approximately 60 clients who will be seen at the Bridges day reporting facility in Redwood City.

 

DISCUSSION:

Referrals are made by judges, probation officers and attorneys for individuals who failed at least two prior rehabilitative efforts. Multiple reviews and background checks to screen out applicants with violent offenses or an unworkable degree of denial are done by Probation at the time of intake via Criminal Justice Information Systems (CJIS), court records, California State Bureau of Criminal Identification and Investigation (CII) rap sheets and probation files.

 

Assuming an average of 60 clients (current clients will graduate, new will be referred to the program), the average annual per client treatment services cost is approximately $1,910 per client. [The typical program length for a Bridges client is approximately 12 months, notwithstanding the aftercare portion of the program.] This cost should be viewed in the context of the alternative to Bridges, which is incarceration, which at Maguire is currently running $117 per day, and which does not afford the offenders treatment and rehabilitation services. Clients who avail themselves of these services, and the intensive supervision offered at Bridges, currently have an 85-90% success rate (no further similar violations within a year of graduation).

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The total financial obligation for the term of the agreement is $229,213, and the entire amount is Net County Cost. Funds for this Agreement are included in the Adopted FY 2008-09 and Proposed FY09-10 Budgets. Similar services were provided under prior contracts: July 1, 2008 through December 31, 2008, $50,000, and July 1, 2007 through June 30, 2008, $100,000.
