SUBJECT:

AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE SAN MATEO COUNTY TRANSPORTATION AUTHORITY FOR DISTRIBUTION OF SAN MATEO COUNTY MEASURE A FUNDS FOR LOCAL TRANSPORTATION PURPOSES

 

RECOMMENDATION:

Adopt a resolution authorizing the execution of an agreement with the San Mateo County Transportation Authority for distribution of San Mateo County Measure A Funds for transportation purposes.

The agreement is a result of collaboration between the County and the San Mateo County Transportation Authority in implementing the wishes of the voters in enacting Measure A.

 

BACKGROUND:

The original Measure A, a ½ cent transactions and use tax for transportation improvements, expires on December 31, 2008. At the General Election of November 2, 2004, voters approved the continuation of the 1/2 cent transactions and use tax for an additional 25 years, beginning January 1, 2009.

 

DISCUSSION:

The Transportation Expenditure Plan contained in the new Measure A includes distribution of 22.5% of the total revenue generated by the transactions and use tax to the cities of San Mateo County and to the County for the improvement or maintenance of local transportation system, including streets and roads in accordance with a specified formula. The original Measure included only 20% for the same purposes. The formula is based 50% on population and 50% on road miles adjusted annually.

 

The San Mateo County Transportation Authority plans to begin the distribution of the funds to the cities and the County in March 2009. An agreement for the distribution will be needed before the funds are released. A similar agreement was executed in 1988 for the original Measure A.

 

FISCAL IMPACT:

The County share of the revenue for the cities and the County under the specified formula is currently at 13.02%. We expect to receive about $1.3 Million annually. The amount will depend on the actual sale activities, population and road mileage in San Mateo County.

 

County Counsel has reviewed and approved the Resolution as to form.
