SUBJECT:

Application to the California Office of Traffic Safety (OTS) Funding for FY 2009-2010

RECOMMENDATION:

Adopt a resolution authorizing the Director of Public Works to submit an application to the California Office of Traffic Safety (OTS) for acquisition of a Traffic Collision Database System Software for FY 2009-2010

VISION ALIGNMENT:

Commitment: Ensure basic health and safety of all.

Goal 7: Maintain and enhance the public safety of all residents and visitors.

Acquisition of the Traffic Collision Database System software will facilitate identifying high accident areas and developing improvements to enhance traffic safety.

BACKGROUND:

The California Office of Traffic Safety (OTS) has identified the County of San Mateo as eligible to receive funding for the purchase of a Traffic Collision Database System software.

DISCUSSION:

The Department of Public Works currently tracks traffic accidents on GIS using manual input. This software would allow the department to automatically download the information from the California Highway Patrol (CHP) and import this information onto our GIS accident workspace. The installation of this software should result in savings of approximately $10,000 per year in reduced labor.

A resolution has been approved as to form by County Counsel.

FISCAL IMPACT:

The estimated cost of the Traffic Collision Software and installation is proposed to be financed as follows:

Cost exceeding $30,000 shall be the responsibility of the Department of Public Works and shall be financed with Road Funds. This Project will be initially financed with Road Funds until OTS Program Funds are received on a reimbursable basis. The Department of Public Works will appropriate the required funds in the fiscal year that the Program Funds will be made available and reimburse the Road Fund once Program Funds are received. There are sufficient Road Funds to front the costs associated with this project.

There is no impact to the General Fund.
