SUBJECT:

Lighting Retrofit at the San Mateo Medical Center Project (Project No. P6Y05)

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Awarding and authorizing execution of a contract for the Lighting Retrofit at the San Mateo Medical Center Project to Linc Lighting and Electrical in the amount of $220,431.99; and

 

2.

Authorizing the Director of Public Works to execute change orders up to a maximum amount of $33,065.01

Your Board’s adoption of the proposed resolution will result in cost savings and a net reduction in carbon dioxide emissions associated with providing energy efficient lighting at the San Mateo Medical Center, and will demonstrate your Board’s continuing commitment to conserve energy and practice environmental stewardship.

 

BACKGROUND:

On December 9, 2008, the Board adopted Resolution Number 69828, which approved plans and specifications, determined prevailing wage scales and called for sealed proposals for the above-mentioned project.

 

On Tuesday, December 30, 2008 bids were accepted for this project and subsequently referred to Public Works for checking and recommendation.

 

DISCUSSION:

The bids have been checked and the bid by:

at $220,431.99 was the lowest bid received.

 

The work is estimated to cost between $200,000 and $250,000. A summary of the bids received is illustrated on Exhibit “A”:

 

Staff has reviewed the contract documents and has determined that the Equal Employment Program and Jury Service Policy submitted by Linc Lighting and Electrical are in accordance with the current Equal Employment and Jury Service guidelines.

 

The resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The total contract amount is for $220,431.99. A fifteen percent (15%) contingency (approximately $33,065.01) for this project has been established in the Capital Projects Fund because the work is bid on a unit price basis (i.e., per quantity or fixture types, etc.). Upon approval of the Public Works Director the contingency may be used to pay the contractor for any additional labor and material placed for the various bid items or to pay for added work resulting from unforeseen conditions not anticipated in the construction contract documents.

 

Funding from the facilities surcharge on the rent paid for County buildings has been appropriated in the 2008/2009 Capital Projects Budget to finance this work. This project also qualifies for approximately $31,000 in energy rebates from Local Government Energy Partnership (LGEP), which will be received through Pacific Gas and Electric Company (PG&E) after the work is completed.

 

There is no impact to the General Fund.
