Approval of Agreement with Motorola Inc. for Equipment and Installation of a P25 Master Radio Site.

 

RECOMMENDATION:

Adopt a Resolution:

1.

Authorizing the President of the Board to execute an Agreement with Motorola Inc. to provide Equipment and Installation of a P25 Public Safety Radio Network in an amount not to exceed $1,966,453.00, for a term commencing January 1, 2009 through December 31, 2011; and

2.

Authorizing the Sheriff or his designee to execute amendments and minor modifications to this agreement not to exceed an aggregate of $25,000 and/or modify the agreement term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

In the wake of events such as Hurricane Katrina and the 9-11-2001 attack, there has been recognition at all levels of government that greater communication interoperability is needed between public safety and service entities. To that end, San Mateo County has participated in several initiatives with other county, city, state, and federal agencies to promote and develop regionally interoperable public safety and service communications. A key element that has become the focus of all of these initiatives is the development of a P25 standards-based “system of systems” with our regional partners operating in the 700 MHz radio spectrum.

The emerging alignment of a variety of factors include: federal funding sources, an available radio spectrum dedicated to public safety (700 MHz), collaboration and common vision with our regional partners, and advances in technology. The convergence of these factors presents a rare opportunity to increase the effectiveness of all first responders. To date, San Francisco City and County, Contra Costa County, Alameda County, and Santa Clara County have either started to plan their migration to 700 MHz and/or are planning to enhance their current regional interoperability.

An RFP for this project was released in May. There was one response to this RFP which came from Motorola. The proposal evaluation team had extensive technical discussion with Motorola to ensure that their proposal will meet the County’s requirement.

 

DISCUSSION:

The County of San Mateo has received grant funding for this interoperability project through the US Department of Justice (DOJ) Community Oriented Policing Services 2007 Technology Program (TCOPS). The scope of the project approved includes the development of a P25 (national technical standard) Master site. This Master site will act as the foundation for expanding Public Safety interoperability between San Mateo County and neighboring Counties and other government agencies. This will improve the ability of first responders to efficiently interact in the face of emergencies or natural disasters.

On December 16, 2008, the Board approved a contract with Macro Corporation. The scope of that contract included the development of a design for a new Public Safety Interoperability radio system. The implementation of this Master Site upgrade will allow the County to interface the existing proprietary radio system with that new interoperability system.

Upon completion of this project San Mateo County will realize the following enhanced capabilities: 1.) link between San Mateo and San Francisco 911 dispatch centers; 2) allow direct radio communications (in existing coverage overlap areas) between units in both San Francisco and San Mateo; 3) position the county to link with other regional Public Safety Systems.

The County Manager’s Office, the Sheriff’s Office, and the County’s Information Services Department are participants in the Radio Interoperability Committee and have been active in the process.

The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits. County Counsel has reviewed and approved the Agreement and Resolution as to form.

 

FISCAL IMPACT:

The Fiscal Year 07 Cops Technology program requires 25% ($491,613) matching funding. The matching funds will be issued from County Information Services Department (ISD) reserve funds through a fixed asset account. Ongoing maintenance costs for the system will be incurred by the users and through annual service charges incorporated into the budget.
