BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION:

1.

WAIVING THE REQUEST FOR PROPOSALS (RFP) PROCESS;

2.

AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH HORMANN AMERICA, INC. FOR FURNISHING AND INSTALLING A COMPLETE AND UPGRADED HIGH SPEED EMERGENCY ALERT SYSTEM, FOR A TWO (2) YEAR TERM COMMENCING JANUARY 1, 2009 THROUGH DECEMBER 31, 2010, IN AN AMOUNT NOT TO EXCEED $260,000; AND

2.

AUTHORIZING THE SHERIFF OR THE SHERIFF’S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY'S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL BUDGET.

 

    RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

    WHEREAS, the County has two public alerting systems: 1) SMCAlert digital paging and emailing notification system; and 2) the Telephone Emergency Notification System (TENS) which calls home and business telephones; and

    WHEREAS, in November 2006, the County entered into a contract with Hormann America, Inc. to furnish and install a warning system and sirens; and

    WHEREAS, the new contract with Hormann America will provide improved notification to first responders and the public in times of emergency for a two year term commencing January 1, 2009 through December 31, 2010, in an amount not to exceed $260,000; and

    WHEREAS, to maintain the continuity of the existing system and because Hormann America is the only company capable of providing and maintaining both the warning system and sirens, it is in the County’s best interest to waive the RFP process; and

    WHEREAS, this Board has been presented with a form of such Agreement, has examined and approved same as to both form and content, and desires to enter into same:

    NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED THAT THE:

1.

Board of Supervisors finds it is in the County’s best interest to waive the Request for Proposals process;

2.

President of this Board of Supervisors be, and is hereby authorized to, execute the Agreement with Hormann America Inc., for and on behalf of the County of San Mateo, and the Clerk of this Board of Supervisors shall attest the President’s signature thereto; and

3.

The Sheriff and/or the Sheriff’s designee are authorized to execute contract amendments which modify the county's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal budget.
