Agreement with the California Department of Public Health for HIV-1 Viral Load Testing

   

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Agreement 08-85406 with the California Department of Public Health for HIV-1 Viral Load Testing for the term of July 1, 2008 through June 30, 2011, in the amount of $180,000.

The Agreement contributes to the commitment and goal by facilitating the viral load testing process and by reducing the amount of time needed to obtain test results.

BACKGROUND:

For the past eight years, the California Department of Public Health (CDPH) has provided reimbursement to the San Mateo County Public Health Laboratory (PHL) for Viral Load Testing (VLT) Vouchers. As one of twelve participating viral load test laboratories in California, the PHL provides human immunodeficiency virus (HIV-1) viral load testing services to clients of the San Mateo County HIV/STD Program. The HIV-1 virus is the most common serotype that causes AIDS. A viral load test measures the amount of HIV in a sample of blood. The test shows how well the patient’s immune system is controlling the virus and provides the medical provider with information to determine treatment options.

 

DISCUSSION:

CDPH has awarded the PHL a three-year Agreement for the period July 1, 2008 through June 30, 2011 to continue to be one of twelve participating viral load testing laboratories in California. The PHL provides HIV-1 VLT services for AIDS Drug Assistance-eligible clients from the Edison Clinic. In order to qualify for reimbursement, the County must follow a detailed protocol outlined by client eligibility and complete a VLT voucher for each sample submitted for analysis and subsequent reimbursement.

 

This Agreement has been delayed because State approval did not occur until late October. The work required by the terms of the Agreement has been undertaken by the Health System on written assurance and direction of CDPH.

 

County Counsel has reviewed and approved the Agreement and Resolution as to form and content.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2008 through June 30, 2011. The maximum amount of funding obligation for the Agreement is $180,000; of these funds $60,000 is included in the Public Health FY 2008-09 Adopted Budget. There is no Net County Cost associated with this Agreement.
