SUBJECT:

Reappointment to the First 5 Commission.

RECOMMENDATION:

It is recommended that Harvey Kaplan be reappointed to the First 5 Commission. Harvey Kaplan is recommended to a public member position that ends on December 31st, 2011.

VISION ALIGNMENT:

This appointment contributes to the County’s Shared Vision statements:

1) Our diverse population works well together to build strong communities, effective government and a prosperous economy;

2) Civic engagement -- including voting, public service, charitable giving, volunteerism, and participation in public discussions of important issues -- is uniformly high among the diverse population of San Mateo County.

DISCUSSION:

The Commission consists of nine members: (a) one member of the Board of Supervisors, (b) the Director of the County Health Department, (c) the Director of the County Human Services Agency, (d) the County Superintendent of Schools, and (e) five members appointed by the Board of Supervisors from among the following categories: recipients of project services included in the County Strategic Plan; educators specializing in early childhood development; representatives of a local child care resource or referral agency or a local child care coordinating group; representatives of a local organization for prevention or early intervention for families at risk; representatives of community-based organizations that have the goal of promoting nurturing and early childhood development; representatives of local school districts; and representatives of local medical pediatric or obstetric associations or societies.

It is recommended that Harvey Kaplan be appointed to a position as a representative of local medical pediatric or obstetric associations or societies. Mr. Kaplan has previously served on the First 5 Commission in his role as the Chief of Pediatrics at San Mateo Medical Center. In March of last year, the County adopted several revisions to Ordinance Code Sections 2.24.030 and 2.24.040, governing the make-up of the First 5 Commission of San Mateo. Among those revisions was the elimination of the ex officio position on the Commission for the Chief of Pediatrics. In order for Harvey to continue his service on the Commission, he must be appointed as a public member.
