RECOMMENDATION:

    (1) Reappoint John Shott and Dale Miller to Membership on the North Fair Oaks Council.

    (2) Adopt a Resolution Modifying the Operations of the North Fair Oaks Council.

DISCUSSION:

The North Fair Oaks Council (“Council”) advises the Board of Supervisors on matters that relate to the North Fair Oaks Community. It is expected that the Council will be actively engaged in the preparation of the North Fair Oaks Plan over the next year or two. Pursuant to Resolution No. 63547, adopted on April 25, 2000, Council members serve terms of three-years, and are limited to two terms.

Consistent with the general twelve year term limitation that the Board of Supervisors approved in 2002, it is recommended that the term limits for members of the Council be increased to a total of twelve years. As with other advisory bodies, the term limits would begin with the adoption of the revised resolution.

John Shott has served on the Council since 1995 and Dale Miller has served since 1996. Both of these individuals’ terms on the Council have expired, but both have expressed a willingness to continue to serve on the Council. In the course of their service on the Council both of these individuals have shown exceptional leadership and have provided this Board with insightful advice and recommendations with respect to the North Fair Oaks community. New members will benefit from the guidance of long-serving members such as John Shott and Dale Miller.

I therefore recommend that the Board reappoint Mr. Shott to the North Fair Oaks Council with a term ending December 31, 2009, and reappoint Mr. Miller to the Council with a term ending December 31, 2011.

Although Resolution No. 63547 provides for a total membership on the Council of nine, only five members currently sit on the Council. Recruitment for additional Council members is underway. I recommend that the Council shall have a membership of no fewer than five members and no more than nine members; that the number of members of the Council shall be established as of the Council’s regular meeting in July of each year; that the designated number of members shall neither be increased nor decreased until the Council’s regular meeting in July of the following year; and that the Council’s membership be drawn from residents and/or representatives or owners of business in the North Fair Oaks area. Finally, I recommend that the Council’s membership include a non-voting youth member.
