SUBJECT:

Amendment to Agreement with Audrey Seymour Ramberg for Management Consulting and Support Services

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to amend the agreement with Audrey Seymour Ramberg for management consulting and support services, extending the term to June 30, 2010 and increasing the amount by $192,000 for a total of $292,000.

VISION ALIGNMENT:

Commitment: Responsive, effective and collaborative government.

Goal 20: Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

This Agreement contributes to the goal by providing outside expertise to support key County initiatives led by the County Manager’s Office and Health Department.

BACKGROUND:

On April 14, 2008, the County entered into an agreement with Audrey Seymour Ramberg to provide management consulting and support services to the County Manager’s Office and Health Department to support key County initiatives, including Management Audits/Capacity Building, Health System Redesign, Cultural Competence, Youth Development, Succession Planning and Community Budget Outreach.

DISCUSSION:

Ms. Ramberg has completed work on developing the County’s Workforce and Succession Management Program, has assisted the Medical Center and Health Department on budget and transition issues as well as implementation of Health System Redesign initiatives, and is in the process of providing support toward the completion of the Assessor-Clerk-Recorder management review. The extension of her contract for one more year is recommended to make progress on other key County initiatives including community budget outreach efforts, cultural competence and youth development, and to provide additional management support while staff focus on other County priorities such as the Lehman bankruptcy and State and local budget crisis.

The Contractor has assured compliance with all County contract requirements, including insurance, hold harmless, non-discrimination, equal benefits, and employee jury service pay.

FISCAL IMPACT:

The amount of the contract is increased by $192,000 for a total of $292,000. Term of the contract is extended by one year, from July 1, 2009, to June 30, 2010. Funds will come from existing appropriations within the County Manager’s Office and Health System budgets.
