SUBJECT:

Grant Agreements with the Federal Aviation Administration and the California Department of Transportation for Improvements at the San Carlos Airport

 

RECOMMENDATION:

Adopt resolutions:

 

1)

Authorizing the Director of Public Works to execute two grant agreements (AIP Nos. 3-06-0210-13and 3-06-0210-15) with the Federal Aviation Administration to be used for the study and construction of safety, security and infrastructure improvements at the San Carlos Airport; and authorizing the Director of Public Works to execute any other documents associated with the acceptance of said grant funds from the Federal Aviation Administration; and

 

2)

Authorizing the Director of Public Works to execute grant agreements with the California Department of Transportation for a matching grants equal to two and one-half percent (2.5%) of Federal Aviation Administration grants (AIP Nos. 3-06-0210-13 and 3-06-0210-15) for the study and construction of safety, security and infrastructure improvements at the San Carlos Airport; and authorizing the Director of Public Works to execute any other documents associated with the application and acceptance of said grant funds from the California Department of Transportation.

Authorizing the execution of the proposed grant agreements will provide funding for the study and construction of improvements at the Airport that will rehabilitate airport infrastructure, improve security and enhance safety for Airport users.

 

BACKGROUND:

The Board authorized similar agreements with the Federal Aviation Administration (FAA) and California Department of Transportation (DOT) in previous years that provided federal and state funding to finance improvements at the Airport. Public Works submitted applications to the FAA requesting funding for the rehabilitation of taxiways, access roads and aircraft parking aprons; the installation of drainage and security improvements; and a runway safety area study for future safety, security and infrastructure improvements at the San Carlos Airport. The DOT will provide State matching grants equivalent to two and one-half percent (2.5%) of the FAA grants, which is equivalent to 2.375% of the projects’ total costs.

 

DISCUSSION:

The FAA has offered the County two airport improvement grants (AIP Nos. 3-06-0210-13 and 3-06-0210-15) in the preliminary amounts of $668,073, and $150,000 respectively to be used for the study and construction of safety, security and infrastructure improvements at the Airport. The County has been advised that additional funding may become available subsequent to the submission and/or the adoption of the proposed resolution, and staff is recommending that the Board authorize the County to receive the maximum of available FAA airport improvement grants to be used for the study and construction of safety, security and infrastructure improvements at the Airport. The grants are for 95% of the projects’ total costs and the FAA has indicated that the County must execute the grant agreements and return them no later than February 24th. Due to the very tight timelines for execution of the agreement, staff is recommending that the Board authorize the Director of Public Works to execute the grant agreements, and to sign any other documents associated with the application and acceptance of said grant funds from the FAA and DOT.

 

The resolutions have been approved as to form by County Counsel.

 

FISCAL IMPACT:

The projects will be initially financed from the Airport Enterprise Fund as the FAA and State DOT grants are received on a reimbursable basis. The Airport Enterprise Fund has sufficient funds available to manage the cash flow requirements of the projects while monthly grant payments are being requested of the FAA and DOT.
