SUBJECT:

2009 Bayside Cape and Slurry Seal Project in the Emerald Lake Hills Area (Project No. RL803, F-36 [392])

 

RECOMMENDATION

Adopt a resolution:

 

1.

Adopting plans and specifications, including conformance with prevailing wage scale requirements and calling for sealed proposals on Tuesday, March 3, 2009, at 2:30 p.m.; and

 

2.

Directing Public Works to file a Notice of Exemption for a CEQA Categorical Exemption for the 2009 Bayside Cape and Slurry Seal Project in the Emerald Lake Hills area.

Adoption of this resolution contributes to this commitment and goal by substantially improving the condition of the road for the benefit of the public.

 

BACKGROUND

Previous Board Action

Authorized the Director of Public Works to develop plans and specifications for non-federally funded maintenance type projects on various County roads utilizing funds available to the County pursuant to Proposition 1B (State Transportation Bond).

 

DISCUSSION

Plans and specifications for the work have now been prepared.

 

The project is for the cape and slurry sealing of various streets and roads as shown on Exhibit “A”.

 

Public Works’ staff has determined that this project qualifies for a Categorical Exemption pursuant to Section 15301(c) of the Guidelines for Implementation of the California Environmental Quality Act (CEQA), which provides that repair and maintenance of existing streets and highways is exempt from CEQA review. We request your authorization to file a Notice of Exemption upon adoption of the plans and specifications of this project.

 

We are now recommending that your Board authorize calling for bids for the proposed work.

 

The resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT

The estimated cost of construction is $326,000. An appropriation was approved in the Road Fund for this work, and we are proposing to finance the appropriation with Proposition 1B Funds.
