____________________________________________________________________

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the Federal Government is in the process of developing an Economic Stimulus proposal, referred as the American Recovery and Reinvestment Act of 2009, to inject the United States economy with funding to create work and employment; and

WHEREAS, the Department of Public Works is developing a list of projects to be considered for receiving funds from the American Recovery and Reinvestment Act of 2009; and

WHEREAS, projects eligible under the American Recovery and Reinvestment Act of 2009 must be awarded within 90 days after enactment of the Act; and

WHEREAS, the Director of Public Works has recommended reducing the length of time currently required to proceed through the contract bid and award process for Economic Stimulus type projects in order to award within 90 days after enactment of the American Recovery and Reinvestment Act of 2009; and

WHEREAS, one way to reduce the process time is to eliminate the need for this Board to adopt a resolution calling for bids by authorizing the Director of Public Works to call for bids of projects under the American Recovery and Reinvestment Act of 2009; and

WHEREAS, this Board has considered the recommendations of the Director of Public Works.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Director of Public Works is:

1.

Authorized to develop plans and specifications and call for bids for projects funded under the Economic Stimulus proposal, referred as the American Recovery and Reinvestment Act of 2009.

2.

Directed to report to this Board with recommendations on awarding contracts to the lowest responsible bidders for said projects once bids are received and confirmed.
