Amendment No.1 to the Agreement with SysApproach, Inc.

 

RECOMMENDATION:

Adopt a Resolution:

    1. Authorizing the President of the Board to execute Amendment No.1 to the Agreement with SysApproach, Inc. for consulting services to add up to $150,000 to the Agreement, for a new total maximum fiscal obligation of no more than $238,400, and extend the term end date to December 31, 2009; and

    2. Authorizing the Chief Information Officer or his designee to execute subsequent amendments which modify the County’s maximum fiscal obligations by no more than $25,000 (in aggregate) and/or modify the Contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

This Agreement supports Goal 22 by supporting a shared database infrastructure.

 

This Agreement provides a resource that will build, maintain and support various databases which ISD manages Countywide. The contractor will assist in meeting ISD’s technology availability targets.

BACKGROUND:

In September 2008, the County Manager approved an Agreement with SysApproach, Inc., for $88,400, to provide senior-level Database Administration (DBA) expertise. An RFP waiver was requested and approved by the County Manager when ISD could not source a qualified and cost-effective senior-level DBA through the County’s IT contingency staffing contracts. The assigned Contractor, Mr. Sanchez, has provided database expertise which has augmented ISD’s Data Architecture Group (DAG) staff members. Mr. Sanchez has demonstrated his expertise in both Oracle and SQL Server database administration running on Linux and Windows platforms. His work on implementing an Oracle 10g Real Application Cluster (RAC) and managing Oracle instances has provided DAG staff members an opportunity to gain knowledge related to disparate database environments.

 

DISCUSSION:

The County continues to deliver services through applications that depend on databases. With the increase of applications and the migration from the County mainframe there has been an increase demand for DBA skills. Mr. Sanchez’s experience with County implementations will assist the Human Services Agency and the Criminal Justice community to establish a stable database environment. The DAG members will collaborate with Mr. Sanchez to provide ongoing maintenance and support to the County’s Oracle and SQL Server install-base. Mr. Sanchez will continue to provide knowledge transfer to County staff and documentation of implementation specifications.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. Risk Management has reviewed and approved Contractor’s insurance and County Counsel has reviewed and approved these documents as to form.

 

FISCAL IMPACT:

The new term of this amended Agreement is from September 3, 2008, to December 31, 2009. The new total maximum fiscal obligation under this Agreement is $238,400 and funded entirely through service charges. Funds are included in ISD’s Adopted FY 2008-09 Budget and will be included in the FY 2009-2010 Recommended Budget.
