SUBJECT:

Agreement with ZK Painting Co. for the County Government Center Parking Structure Deferred Maintenance Painting, Redwood City, California Project No. PF-006

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Authorizing the President of the Board of Supervisors to execute a contract with ZK Painting Co. in the amount of $70,000.00 for the County Government Center Parking Structure Deferred Maintenance Painting, Redwood City.

 

2.

Authorizing the Director of Public Works to execute contract revision orders related to the Parking Structure Deferred Maintenance Painting not exceeding $10,500 in aggregate, which is 15% of the contract amount.

BACKGROUND:

1.

The Board adopted Resolution Number 069888 on January 6, 2009, which adopted plans and specifications, determined prevailing wage scales and called for sealed proposal for the proposed work.

 

2.

The Board authorized the development and implementation of the County of San Mateo Facility Condition Information System (FCIS), which is an inventory of the County’s facilities, their deficiencies, and approved cyclic and deferred maintenance plans.

 

DISCUSSION

The bids have been reviewed and the bid by:

 

ZK Painting Co.

18708 Dubin Court

Castro Valley, CA 94546

 

for a Base bid of $70,000 was the lowest bid received.

 

A summary of the bids received is illustrated on Exhibit “A”.

 

The estimated construction cost is between $70,000 and $80,500 including a 15% contingency recommended by staff because of the nature of the work, i.e., an existing operating facility. Staff has reviewed the lowest bidder’s proposal and believes it accurately reflects the costs for this work.

 

The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

The resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT

The total project cost is not expected to exceed $80,500. Funds are included in the Capital Projects Budget for Fiscal Year 2009-10 from the County’s General Fund.
