The San Mateo County STARS Awards Program contributes to this commitment and goal by recognizing County programs that reflect outstanding customer service, program performance and “greening” efforts in alignment with the County’s Shared Vision 2010.

 

BACKGROUND

The Board of Supervisors approved the San Mateo County STARS Awards Program in December 2006 to recognize and highlight exceptional programs that successfully incorporate Outcome-Based Management (OBM) to meet program goals, demonstrate innovation, collaboration, incorporate customer service strategies and achieve outstanding results. The STARS Awards Program is comprised of four award categories: Program Performance, Customer Service, Green and Employee Suggestion. The Green Award and Employee Suggestion Award were added this year.

 

Entries for the third annual STARS Awards were accepted through October 31, 2008. In November, a STARS Review Team comprised of representatives from various County departments (Human Services Agency, Health System, Sheriff’s Office, Human Resources and County Manager’s Office) met to review each program entry and to recommend STARS Awards for approval to Executive Council, Board Finance and Operations Committee and the Board of Supervisors. Representatives from Joint Venture, Cities of San Mateo and Berkeley, and Sustainable San Mateo County also reviewed the Green Award submissions.

 

On January 26th Executive Council approved the recommended STARS Award selections and the Board Finance and Operations Committee approved the selections on February 9th.

 

DISCUSSION

A total of nineteen entries were submitted for consideration of a Program Performance, Customer Service and Green Award. (A complete listing of these program entries is attached.) Members of the STARS Review Team scored each program entry according to specific criteria. The programs with the highest score in each category are being recommended for a STARS Award. It was at the discretion of the STARS Review Team to select Honorable Mentions. While all of the submissions were worthy of recognition, the STARS Review Team identified a few that are exceptional, demonstrating program performance, customer service and “greening” efforts that are innovative, resourceful and have a significant impact on program, departmental and County outcomes.

 

Submissions received for the Employee Suggestion Award category were referred to the County’s Structural Budget Workgroups (Salary and Benefits, Workload and Retention, Cost Containment, Green, Revenue Enhancements and Health Redesign) for evaluation. Of the 56 submissions that requested consideration for a STARS Award, six have been identified as viable and are currently being reviewed by the Fiscal Officers Technical Team.

 

Below are the programs that the Board Finance and Operations Committee is recommending for a FY 2007-08 STARS Award.

PROGRAM PERFORMANCE AWARD

*The Program Performance Award is $10,000 to $50,000. The amount awarded is based upon strength of the entry. Award may be used for direct program enhancement which could include any event/training that benefits the selected program’s employees. This award will be shared between the two programs noted above.

*The Honorable Mention Award (for Green) is $1,500. The amount awarded is based on the impact of the project and may be used for further green projects including, but not limited to, materials, labor and/or staff and client outreach and education.

 

A representative from each selected program (not including Honorable Mentions) will make a brief (3-5 minute) presentation summarizing the information contained in their STARS entry at the February 9th Board Finance and Operations Committee meeting.

 

FISCAL IMPACT

The Board of Supervisors appropriated $100,000 in the current year’s budget for the STARS Awards Program. Based on the current recommendations, the cost of the program this fiscal year is $55,500 ($40,000 Program Performance, $7,500 Customer Service and $8,000 Green).
