SUBJECT:

Appropriation Transfer Request to Add the Edgewood Park Interpretative Center Project to Capital Projects

 

RECOMMENDATION:

Adopt an Appropriation Transfer Request to provide an appropriation in the Capital Projects Fund in the amount of $50,000 for project management and oversight to construct the Edgewood Park Interpretative Center.

This project will construct an interpretative center to provide information to the pubic about the park and its surroundings, thereby enhancing the public’s experience at the park.

 

BACKGROUND:

The construction of the Edgewood Park Interpretative Center was included as part of the Fiscal Year 2007-08 Capital Projects Fund. The project was subsequently deleted from the project list when it was determined that the outside funding originally anticipated, would not be available.

 

DISCUSSION:

The San Mateo County Parks & Recreation Foundation has successfully secured all of the necessary funding to construct this project. Therefore the Parks Department has requested that it be once again included in the County’s Capital Projects Fund. Public Works staff will be responsible for preparing contract documents, managing the bid and award phase of the project, conducting the pre-bid and pre-construction conferences, administering contract revisions and payment requests. The Parks Foundation has hired an architect and construction project manager to oversee the construction.

 

Once completed, the Interpretative Center will enrich the experience of the public visiting the Park by offering exhibits and information about the history of the Park, including the plants and animals that can be found there.

 

FISCAL IMPACT:

This request will appropriate $50,000 for project management and oversight provided by Public Works. The cost of the actual construction of the Center is estimated to be $800,000 and will be included in the Fiscal Year 2009-10 Capital Projects budget. The project is funded 100% by the Parks & Recreation Foundation; therefore there will be no impact to the County’s General Fund.
