SUBJECT:

Amendment One to the Agreement with the California Department of Aging for Title III/VII of the Older American’s Act of 1965 and the Community-Based Services Program for Fiscal Year 2008-09 and recognizing already approved changes in funding from the California Department of Aging for Title V of the Older American’s Act of 1965 and for the Health Insurance Counseling and Advocacy Program for FY 2008-09

 

RECOMMENDATION:

1.

Adopt a Resolution authorizing the execution of Amendment One to Agreement AP-0809-08 with the California Department of Aging which decreased the baseline funding by $121,234 and provided increased one-time-only funding for FY 2008-09 in the amount of $191,034 for a net increase of $69,800. The maximum obligation is thus increased from $3,023,290 to $3,093,090; and

2.

Approve an Appropriation Transfer Request recognizing unanticipated revenue in the amount of $74,836 which reflects the collective changes in revenue for Titles III/VII and V of the Older Americans Act, Community-Based Services Program and the Health Insurance Counseling and Advocacy Program for FY 2008-09.

This Resolution and Appropriation Transfer Request contribute to this commitment and goal by providing additional funding for our contracted providers to serve this population.

 

Aging and Adult Services (AAS) strives to provide services to at-risk individuals in order to help them remain in the most independent setting possible. The provision of these services to this targeted population is a division-wide performance measure. With the assistance of the services provided through Titles III/VII and V of the Older Americans Act (OAA) funding; Community-Based Services Program (CBSP) funding; and Health Insurance Counseling and Advocacy Program (HICAP) funding we have met this measure as a Division.

BACKGROUND:

Your Board has designated itself as the Area Agency on Aging (AAA) of San Mateo County to carry out State-funded programs pursuant to the OAA of 1965. On July 12, 2005, your Board approved the Strategic Plan for Services to Older Persons and Adults with Disabilities for 2005-09. This plan, together with the annual budget, fulfills California Department of Aging’s (CDA) requirements and generates a contract from CDA for funding.

 

On June 3, 2008, your Board authorized Resolutions 69456, 69457, and 69458 approving Agreements AP-0809-08 ($3,023,290), HI-0809-08 ($246,053) and TV-0809-08 ($174,917) with CDA for FY 2008-09. Each of these Resolutions also authorized the Director of Health or the Director’s designee to execute limited contract amendments.

 

DISCUSSION:

Changes in funding for these three Agreements are reflected in the table below:

The total unanticipated revenue for these agreements, collectively, is $74,836. The Director of Health has already approved the amendments to HI-0809-08 and TV-0809-08.

 
 

Other changes through this Amendment are to Exhibit A, Article II, Scope of Work: Section A, rewording of paragraph 15, and the addition of Section D. 1. b. vi. Neither of these changes materially affect the Agreement.

 

County Counsel has reviewed and approved the Resolution, ATR, and Amendment as to form.

 

FISCAL IMPACT:

The term of these Agreements remains July 1, 2008 through June 30, 2009. There is no impact on the Net County Cost as a result of this action.
