Amendment Three to the Agreement with American Medical Response West for Phlebotomy Services

   

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Amendment Three to Agreement 069151 with American Medical Response West for phlebotomy services to increase the fee charged per each blood draw from $110 to $210, increase the maximum obligation by $229,500 from $676,410 to a new maximum obligation of $905,910, and extend the term through September 30, 2009.

BACKGROUND:

Following a Request for Proposals process in May 2005, your Board approved an Agreement with American Medical Response West (AMR) to provide phlebotomy services from July 2005 through December 2006, for a maximum obligation of $216,000. In January 2007 your Board approved an Amendment extending the term through December 31, 2007, and increasing the maximum obligation to $396,000. In December 2007 your Board approved another Amendment extending the term through June 2009, and increasing the maximum obligation to $676,410. The services are of great assistance to local law enforcement agencies and the San Mateo County District Attorney’s Office. Phlebotomy services provided under this Agreement consist of collection of blood specimen evidence used in the prosecution of driving-under-the-influence incidents.

 

DISCUSSION:

AMR currently charges $110 per blood draw. AMR reports that its cost of providing this service exceeds its revenue by $204,000 annually. This Amendment is necessary so AMR can continue to provide the services until a new contractor can be selected.

 

This Amendment increases the charge-per-blood draw to $210 effective October 1, 2008, adds $229,500 to the Agreement, and extends the term through September 30, 2009. The actual amount paid to AMR is dependent upon the number of blood draws performed.

 

A Request for Proposals process will be conducted prior to awarding the next contract for the phlebotomy services.

 

This Amendment to the Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Amended Agreement is July 1, 2005 through September 30, 2009. The maximum obligation is increased by $229,500 from $676,410 for a new maximum obligation of $905,910. Proposition 172 funds will pay $49,500 of this additional service. The remaining balance of $180,000 will be paid with County General Funds, representing the Net County Cost of the Amendment, and will be covered by the Health System. Funds for FY 2008-09 in the amount of $135,000 are included in the Emergency Medical Services FY 2008-09 Adopted Budget, and those required for the last three months of this Amended Agreement in the amount of $94,500 will be included in the Emergency Medical Services FY 2009-10 Recommended Budget.
