Resolution authorizing the acceptance and use of American Recovery and Reinvestment Act (ARRA) Capital Grant Funds 2009 in the amount of $366,511

 

RECOMMENDATION:

Adopt Resolution No. 2009-04 authorizing the acceptance and use of American Recovery and Reinvestment Act (ARRA) Capital Grant Funds 2009 in the amount of $366,511 for the Housing Authority of the County of San Mateo.

BACKGROUND:

In February 2009, the HUD Office of Capital Improvements (OCI) announced the award of $2.985 billion in Capital Fund formula grant funds, pursuant to the American Recovery and Reinvestment Act of 2009 (ARRA).

The Housing Authority of the County of San Mateo (HACSM) has been notified that it has been granted $366,511, for the purposes of assisting HACSM in carrying out capital and management activities at its public housing developments, in accordance with the ARRA requirements.

 

DISCUSSION:

As a result of the ARRA, HUD is distributing one-time grants for physical improvements of public housing projects throughout the country. HACSM has developed an annual statement and plan for utilizing the funds during 2009 on such projects as new sidewalks at Midway Village and a new retaining wall and drainage system at El Camino Village.

HUD requires that all of the funds be obligated within 12 months, 60% spent within two years, and 100% spent within three years.

County Counsel has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

There is no Net County Cost associated with this resolution. All funds required to operate the program are provided by the U.S. Department of Housing and Urban Development.
