SUBJECT:

Agreement with HFS Consultants

 

RECOMMENDATION:

Adopt a Resolution:

1.

Waiving the Request for Proposals Process; and

   

2.

Authorizing the President of the Board to execute an Agreement with HFS Consultants to provide an Interim Chief Financial Officer for San Mateo Medical Center for the term January 5, 2009 through September 30, 2009, for a maximum amount of $359,000; and

 

3.

Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

HFS Consultants (HFS) has provided various services to San Mateo Medical Center (SMMC) for several years. They have provided an Interim Laboratory Manager and currently provide an Interim Director of Payor/Provider Contracts. They have worked closely with the financial staff on several programs, including the Decision Support System, and are therefore familiar with the financial operations of SMMC.

 

DISCUSSION:

In January 2009, the Chief Financial Officer (CFO) resigned to accept a position in the private sector. It is necessary to temporarily fill that position while the recruitment of a permanent CFO is underway. Recruitment began immediately with the assistance of Human Resources.

A waiver of the Request for Proposals (RFP) Process is requested due to the pressing need to fill the position while the search for a permanent CFO is underway. HFS was selected because they are already familiar with SMMC’s operations, personnel, and procedures. It is expected that the position will be filled within a six-to-nine month period. HFS will provide uninterrupted service and strong financial leadership while SMMC recruits for the CFO position.

County Counsel and Risk Management have reviewed and approved this Agreement.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is January 5, 2009 through September 30, 2009. The maximum amount payable under the Agreement is $359,000. Funds to pay for these services are included in San Mateo Medical Center’s FY2008-09 Adopted Budget. The Net County Cost is $359,000.
