Amendment One to Agreement 69528 with Telecare Corporation

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Amendment One to the Agreement with Telecare Corporation for direct observation therapy services for non-adherent tuberculosis patients at Cordilleras Mental Health Center to increase the payment rate from $236 per bed/day to $240 per bed/day, and to increase the maximum by $101,460 from $7,297,050 to a new maximum of $7,398,510 for the term of July 1, 2008 through June 30, 2009.

The Amendment contributes to this commitment and goal by contracting to detain persistently non-adherent tuberculosis patients and provide appropriate treatment to prevent spread of the disease.

BACKGROUND:

In June 2008 your Board approved an Agreement with Telecare Corporation to provide inpatient and residential psychiatric treatment services and direct observation therapy services for non-adherent tuberculosis patients at Cordilleras Mental Health Center for the term July 1, 2008 through June 30, 2009 for the maximum of $7,297,050.

 

DISCUSSION:

The original contract provided funding for one bed for 365 days per year reserved at the Contractor’s Cordilleras facility for the State/Local Program for Regional Civil Detention of Persistently Non-Adherent Tuberculosis Patients. During the first three months of the contract term, TB civil detention occupancy has exceeded expectations by 23 bed/days. The California Department of Public Health also increased the payment rate from $236 per bed/day to $240 per bed/day to be passed on to the Contractor.

 

This Amendment to the Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement remains July 1, 2008 through June 30, 2009. The maximum obligation is increased by $101,460 from $7,297,050 to a new maximum obligation of $7,398,510. The State will reimburse the County for the full amount of this Amendment. There is no Net County Cost associated with this Amendment.
