SUBJECT:

Burlingame Long Term Care Facility – Cleaning of HVAC Ductwork (Project No. PF-020)

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Authorizing the President of the Board of Supervisors to execute a contract with Chase Contracting, Inc., dba Quality Air Services in the amount of $68,820.00 for the Burlingame Long Term Care Facility – Cleaning of HVAC Ductwork.

 

2.

Authorizing the Director of Public Works to execute contract revision orders related to the Facility’s Cleaning of HVAC Ductwork not exceeding $10,323.00 in aggregate, which is 15% of the contract amount.

Your Board’s adoption of the proposed resolution will ensure the preservation of a County facility that serves vulnerable people.

 

PREVIOUS BOARD ACTION

1.

Adopted Resolution Number 069905 on January 27, 2009, which approved the plans and specifications, determined prevailing wage scales and called for sealed proposal for the proposed work.

BACKGROUND:

The Board authorized the development and implementation of the County of San Mateo Facility Condition Information System (FCIS), which is an inventory of the County’s facilities, their deficiencies, and approved cyclic and deferred maintenance plans.

 

Facilities staff (Health & Hospital) evaluated the Burlingame Long Term Care Facility and prioritized the corrective actions for the HVAC duct work specified in the FCIS report for this facility as an immediate need because it impacts the air quality in the facility that houses frail individuals. This project will contribute to the commitment to provide a healthy and safe environment.

 

On Tuesday, February 24, 2009, bids were received for this project and subsequently referred to this office for review and recommendation.

 

DISCUSSION

The bids have been reviewed and the bid by:

 

Chase Contracting, Inc., dba Quality Air Services

Hayward, CA 94544

 

for $68,820 was the lowest responsible bid received.

 

A bid by Action Duct Cleaning was rejected by the DPW due to irregularities in its submission, and on advice from County Counsel.

 

A summary of the bids received is illustrated on Exhibit “A”:

 

The estimated construction cost is between $68,820 and $79,143 including a 15% contingency recommended by staff because of the nature of the work, i.e., an existing operating health facility. Staff has reviewed the lowest bidder’s proposal and believes it accurately reflects the costs for this work.

 

The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT

The total contract amount is $68,820. Funds are included in the Capital Projects Budget for the Fiscal Year 2008-09.
