Appointments to the First 5 Commission of San Mateo County

 

RECOMMENDATION:

It is recommended that Angel Barrios and Laura Walker be appointed to the First 5 Commission. They are each recommended to vacant Member positions that end on March 31st, 2012.

 

VISION ALIGNMENT:

These appointments contribute to the County’s Shared Vision statements:

1) Our diverse population works well together to build strong communities, effective government and a prosperous economy;

2) Civic engagement -- including voting, public service, charitable giving, volunteerism, and participation in public discussions of important issues -- is uniformly high among the diverse population of San Mateo County.

 

DISCUSSION:

The Commission consists of nine members: (a) one member of the Board of Supervisors, (b) the Director of the County Health Department, (c) the Director of the County Human Services Agency, (d) the County Superintendent of Schools, and (e) five members appointed by the Board of Supervisors from among the following categories: recipients of project services included in the County Strategic Plan; educators specializing in early childhood development; representatives of a local child care resource or referral agency or a local child care coordinating group; representatives of a local organization for prevention or early intervention for families at risk; representatives of community-based organizations that have the goal of promoting nurturing and early childhood development; representatives of local school districts; and representatives of local medical pediatric or obstetric associations or societies.

It is recommended that Angel Barrios be appointed to a vacant Member position. As Executive/Program Director of the Institute for Human and Social Development, Angel, among other responsibilities, oversees the Head Start and Early Head Start programs. These programs specifically provide preschool programs for children in the First 5 target age groups, and offer a wide range of support services to parents and families of participants in the child development programs.

It is also recommended that Laura Walker be appointed to a vacant Member position. As CEO of the Child Care Coordinating Council (4C’s) of San Mateo County, Laura oversees the largest local child care referral agency, in addition to providing training and other resources to local child care providers.

There is no fiscal impact.
