Agreement with One East Palo Alto – Flat Rate NNA Prevention - Planning

 

RECOMMENDATION:

Adopt a Resolution:

    1) Authorizing the President of the Board to execute an Agreement with One East Palo Alto to provide Community-based Alcohol and Other Drug Prevention services for the term of March 1, 2009 through June 30, 2011, for a total obligation of $375,000; and

 

    2) Authorizing the Chief of the Health System or the Chief's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by providing collaborative efforts, through a community-based partnership for the prevention of alcohol and other drug-related problems, which in turn contributes to the health and safety of the East Palo Alto community.

BACKGROUND:

 

In November 2006 your Board approved the Alcohol and Other Drug Strategic Plan, Strategic Directions 2010. To implement the prevention strategies and services outlined in this strategic plan and the Roadmap for Alcohol, Tobacco, and Other Drug Prevention, a Request For Proposals (RFP) process was initiated in April 2007. The RFP called for either prevention planning or implementation proposals focusing on specific geographic areas of the County to implement and sustain effective alcohol and other drug prevention efforts. A total of fourteen proposals were received, including One East Palo Alto (OEPA). The review committee recommended three proposals for planning and implementation and one proposal for implementation services only. Agreements for implementation services are separate from agreements for planning services, and are contingent upon a successful planning process. Based on the recommendations of the RFP review committee, OEPA was selected to lead a community-based partnership in a planning effort in East Palo Alto. OEPA has successfully completed the planning phase of their Agreement and has developed and submitted to Alcohol and Other Drug (AOD) a comprehensive implementation work plan for approval.

 

DISCUSSION:

The East Palo Alto work plan is based on the community needs assessment and reflects the community’s priorities. OEPA will lead a collaborative effort to promote and improve connections between individuals, peers, families, and other stakeholders; reduce access to and availability of alcohol and other drugs to youth; and build on community assets in order to deliver a full range of prevention based activities.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is March 1, 2009 through June 30, 2011, for a maximum obligation of $375,000. Funding is provided by the State Net Negotiated allocation and the AOD Prevention Trust Fund. Funds for these services are included in the Behavioral Health and Recovery Services FY 2008-09 Adopted Budget, and will be included in the FY 2009-10 and the FY 2010-11 Recommended Budgets. There is no Net County Cost.
