SUBJECT:

Amendment Two to the Agreement with the California Department of Aging for the Health Insurance Counseling and Advocacy Program for FY 2008-09

 

RECOMMENDATION:

1.

Adopt a Resolution authorizing the execution of Amendment Two to Agreement HI-0809-08 with the California Department of Aging for the addition of $24,099 in one-time-only funding, increasing the total from $268,853 to $292,952 for FY 2008-09; and

2.

Approve an Appropriation Transfer Request recognizing unanticipated revenue in the amount of $24,099 and increasing appropriations in Provider Services Programs.

This Resolution and Appropriation Transfer Request (ATR) contribute to this commitment and goal by providing additional funding for our contracted providers to serve this population.

 

Aging and Adult Services (AAS) strives to provide services to at-risk individuals in order to help them remain in the most independent setting possible. The provision of these services to this targeted population is a division-wide performance measure. With the assistance of the services provided through Health Insurance Counseling and Advocacy Program (HICAP) funding, we have met this measure as a Division.

BACKGROUND:

Your Board has designated itself as the Area Agency on Aging of San Mateo County to carry out state-funded programs pursuant to the Older Americans Act of 1965. On July 12, 2005, your Board approved the 2005-2009 Strategic Plan for Services to Older Persons and Adults with Disabilities. This plan, together with the annual budget, fulfills California Department of Aging’s (CDA) requirements and generates a contract from CDA for funding.

 

On June 3, 2008, your Board authorized Resolution 69458 approving Agreement HI-0809-08 with CDA for FY 2008-09 in the amount of $246,053. This Resolution also authorized the Director of Health or the Director’s designee to execute limited contract amendments.

 

On January 14, 2009, the Chief of the Health System approved the first amendment to Agreement HI-0809-08. This Amendment increased the amount by $22,800 in one-time-only funds for a total of $268,853.

 

DISCUSSION:

Amendment Two provides additional one-time-only funds to be used for Low-Income Subsidy outreach and to enhance services within the HICAP program for older adults in the community. Amendments to the provider agreements for services to pass through the one-time-only funds will be brought to your Board for review and approval.

 

County Counsel has reviewed and approved the Resolution, ATR, and Amendment as to form.

 

FISCAL IMPACT:

The term of the Agreement remains July 1, 2008 through June 30, 2009. The maximum obligation for this Agreement is increased by $24,099 in federal funds, from $268,853 to a new maximum obligation of $292,952. There is no impact on the Net County Cost as a result of this action.
