Recommended Revision to the Salary Ordinance

 

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

 

The addition of four positions, deletion of five positions, salary adjustment of one position, and the conversion of one half-time position to full-time will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of one unclassified position implements the will of the voters as reflected in their passage of Measure D.

 

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make adjustments to department staffing configurations.

 

Discussion

The salary ordinance changes herein represent:

the addition of four positions,

the deletion of five positions,

the salary adjustment of one position,

the conversion of one half-time position to full-time, and

converting of one unclassified position to classified status as required by Measure D.

 

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

 

The specific actions are discussed in detail below.

 

ORGANIZATION 18000 INFORMATION SERVICES

 

Action:

Add: One position of V200, Systems Engineer Series
Biweekly Salary: $3,092.80 – $3,860.40
Approximate Monthly Salary: $6,702.00 – $8,378.00

   

Explanation:

This is the addition of one Systems Engineer position. The addition of this position will assist with the overall strategic effectiveness of the department. This action represents a monthly salary and benefits cost of $11,478. This action increases the total number of authorized positions by one.

 

ORGANIZATION 38000 PLANNING

 

Action:

Delete: One position of N016, Delineator II
Biweekly Salary: $2,512.80 – $3,140.80
Approximate Monthly Salary: $5,445.00 – $6,806.00

   
 

Add: One position of V238, Senior Graphics Specialist
Biweekly Salary: $2,451.20 – $3,064.00
Approximate Monthly Salary: $5,311.00 – $6,639.00

   

Explanation:

This is the deletion of one vacant Delineator II position and the addition of one Senior Graphics Specialist position. These changes will assist with the overall strategic effectiveness of the department. This action represents a monthly salary and benefits savings of $229. There is no change in the total number of authorized positions.

 

ORGANIZATION 48300 PW TRANSPORTATION

 

Action:

Add: 10% to the base pay, in addition to all other compensation, of the classification of Deputy Director of C/CAG – Unclassified.

   

Explanation:

This is the addition of 10% to the base pay, in addition to all other compensation of the Deputy Director of C/CAG – Unclassified to align compensation with comparable classifications in similar transportation and congestion management organizations. This action represents a monthly salary and benefits cost of $1,121. There is no change in the total number of authorized positions.

 

ORGANIZATION 55000 HEALTH ADMINISTRATION

 

Action:

Delete: One position of E090, Administrative Assistant II - Confidential
Biweekly Salary: $2,286.40 – $2,858.40
Approximate Monthly Salary: $4,954.00 – $6,194.00

   
 

Add: One position of E476, Executive Secretary - Confidential
Biweekly Salary: $2,104.00 – $2,630.40
Approximate Monthly Salary: $4,559.00 – $5,700.00

   

Explanation:

This is the deletion of one Administrative Assistant II position, which is being transferred to Health, Policy and Planning (55500) and the addition of one Executive Secretary position, which is a position being transferred from Health, Policy and Planning. These transfers will appropriately align staff with the programs they will be supporting. These actions represent a monthly salary and benefits savings of $677. There is no change in the total number of authorized positions.

Action:

Delete: One position of E476, Executive Secretary - Confidential
Biweekly Salary: $2,104.00 – $2,630.40

This is the deletion of one Executive Secretary position, which is being transferred to Health Administration (55000) and the addition of one Administrative Assistant II position, which is a position being transferred from Health Administration. These transfers will appropriately align staff with the programs they will be supporting. These actions represent a monthly salary and benefits cost of $677. There is no change in the total number of authorized positions.

Action A:

Convert: One half-time position of F140, Adult Psychiatrist
Biweekly Salary: $5,448.80 – $6,811.20
Approximate Monthly Salary: $11,807 – $14,759.00

Explanation:

This is the conversion of one half-time position of Adult Psychiatrist to full-time. These changes will assist with the overall strategic effectiveness of the department. This action represents no change in the monthly salary and benefits cost. There is no change in the total number of authorized positions.

   

Action B:

Delete: One half-time position of F124, Staff Physician
Biweekly Salary: $5,321.60 – $6,291.20
Approximate Monthly Salary: $11,531.00 – $13,632.00

   

Explanation:

This is the deletion of one vacant half-time position of Staff Physician. This position is being deleted to support the conversion of a half-time Adult Psychiatrist to full-time. This action represents a monthly salary and benefits savings of $18,676. This action decreases the total number of authorized positions by one.

Biweekly Salary: $2,022.40 – $2,528.00

Explanation:

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified positions continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in the monthly salary and benefits cost. There is no change in the total number of authorized positions.

Delete: One position of B152, Information Technology Analyst - Unclassified
Biweekly Salary: $3,032.00 – $3,790.40
Approximate Monthly Salary: $6,570.00 – $8,213.00

This is the deletion of one vacant Information Technology Analyst – Unclassified position. This action represents a monthly salary and benefits savings of $11,252. This action decreases the total number of authorized positions by one.
