SUBJECT:

Mirada Surf West Coastal Trail Extension – Phase II (Project No. E4855000)

 

RECOMMENDATION:

Adopt a resolution adopting plans, dated January 20, 2009, and specifications, dated January 22, 2009, including conformance with prevailing wage scale requirements and calling for sealed proposals on Tuesday, May 12, 2009, at 2:30 p.m., for the construction of Phase II of the Coastal Trail at Mirada Surf in El Granada.

The project constructs a portion of the California Coastal Trail on the County Parks Department’s Mirada Surf property as part of an overall plan to build recreational, commuter, regional and connecting trail systems on County Parks properties for the benefit of the public.

 

BACKGROUND:

PREVIOUS BOARD ACTION

Adopted Resolution Number D67028 on November 9, 2004, which authorized funding of $100,000 from the California Resources Agency Environmental Enhancement Mitigation Program.

Adopted Resolution Number D68263 on September 12, 2006, which authorized funding of $170,000 from the California State Lands Commission –Command Oil Spill.

 

3.

Adopted Resolution Number D69376 on April 22, 2008, which authorized funding of $100,000 from Metropolitan Transportation Commission TDA Article 3.

 

4.

Adopted Resolution Number D68148 on July 18, 2006, which authorized funding from Federal Highway Administration Congestion Mitigation and Air Quality Improvement Program.

 

5.

Adopted Resolution Number D67572 on September 27, 2005 which authorized funding of $220,590 from California State Parks and Recreation via Federal Highway Administration Recreational Trail Program.

   

HISTORY:

The purchase of the Mirada Surf property was completed in August 2003. The Mirada Surf Trail Concept Plan was completed in September 2004 after a series of public meetings. The Plan was developed to provide a recreational and commuter trail through the property as well as become a link in the California Coastal Trail.

 

The California Coastal Trail is envisioned as a continuous interconnected 1,100-mile long public trail system along the California coastline from Oregon to Mexico. The Trail system tries to accommodate pedestrians, bicyclists, wheelchair users, equestrians, and other non-motorized uses.

 

DISCUSSION:

The proposed Phase II of the project includes the Summer Phase that consists of the construction of a 12-foot wide paved trail with 2-foot gravel shoulders, and the installation of benches, trash/recycling receptacles, signage and a prefabricated restroom. Phase II will complete approximately 1,942 feet of the 4/10 mile long Mirada Surf Coastal Trail.

 

Because of biological constraints, different phases of the project have different construction windows. The previous phase was constructed in the Fall of 2008. This phase will be constructed during this year’s construction season. The entire project is shown on Exhibit “A”.

 

A Coastal Development Permit and Mitigated Negative Declaration were approved and certified by the County Planning Commission in August 2005. A Notice of Determination was filed with the County Recorder’s Office on September 27, 2005. A Cultural Resource Evaluation of the site conducted found that no historic properties or cultural resources would be affected by this project.

 

We are now recommending that your Board authorize bidding for the proposed work.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The estimated cost of Phase II construction is $481,366. Funds for construction have been acquired from State Grants and other funds. Proposed funding sources include:
