State Government Liaison Services Contract

 

RECOMMENDATION:

Adopt a resolution authorizing the County Manager or his designee to enter into an agreement with Political Solutions, Inc. for state government liaison (advocacy) services for the term of May 1, 2009 to December 31, 2009 in the amount not to exceed $80,000; with the option to extend the term through December 31, 2010 and increase the amount by $150,000, not to exceed a total of $230,000.

BACKGROUND:

At the direction of the Board Legislative Committee, staff surveyed three neighboring counties state advocacy contracts in an effort to improve performance standards. Those standards were incorporated into the County’s Request for Proposal and subsequent scope of work requirements.

 
 
 

DISCUSSION:

Following a thorough Request for Proposal (RFP) process, the Legislative Committee members recommend the Board of Supervisors adopt the resolution authorizing the County Manager to contract with Political Solutions, Inc., to provide state government liaison services for the remainder of the 2009-10, two-year Legislative Session.

 

The contract amount for 2009 is $10,000 per month, with a second-year option increasing to $12,500 for 2010.

 

FISCAL IMPACT:

The total cost of the 20-month term of the contract is $230,000; $80,000 for the remainder of 2009; and $150,000 for 2010. The amount is in the FY 2008-09 Budget and will be included in the FY 2009-10 Budget.
