Agreement with Angelica Textile Services

 

RECOMMENDATION:

Adopt a Resolution:

A.

Authorizing the President to execute an Agreement with Angelica Textile Services for linen and laundry management services to San Mateo Medical Center, Burlingame Long Term Care and San Mateo County Youth Services Center – Hillcrest for the period February 1, 2009 through January 31, 2012, for a maximum amount payable not to exceed $3,854,276; and

   

B.

Authorizing the Chief of the Health System, or designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by providing laundry and linen services to San Mateo Medical Center (SMMC), Burlingame Long Term Care (BLTC), and the Youth Services Center (YSC).

BACKGROUND:

On December 7, 2007, SMMC conducted a Request for Proposals (RFP) for linen processing and management services. West Coast Linen Services was awarded the contract as the vendor, met all the requirements of the RFP and successfully passed the physical plant tour. The term of the Agreement with West Coast was March 1, 2008 through February 28, 2011. West Coast Linen declared bankruptcy in October 2008 and is no longer able to provide services.

 

DISCUSSION:

Linen and laundry services are critical to patient and client care, and SMMC has negotiated an emergency Agreement (No 66000-09-C192) with Angelica Textile Services which was the second vendor of choice from the RFP process. A three-year Agreement is recommended. The three-year Agreement will supersede the emergency agreement.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

County Counsel and Risk Management have reviewed and approved this Agreement.

 

FISCAL IMPACT:

The term of this Agreement will be February 1, 2009 through January 31, 2012. The maximum amount of the Agreement is $3,854,276 for the three-year term. The SMMC and BLTC portion of this contract is $3,712,569. $515,635 is included in the SMMC FY 2008-09 Adopted Budget; additional funds will be included in future fiscal year recommended budgets. The YSC portion of this contract is $141,707, of which $19,682. is included in the Probation FY 2008-09 Adopted Budget; and additional funds will be included in future fiscal year recommended budgets.
