Agreement with On-Site Dental Care Foundation

 

RECOMMENDATION:

Adopt a Resolution:

A)

Authorizing the President of the Board to execute an Agreement with On-Site Dental Care Foundation to provide dental health care services to homeless individuals in San Mateo County for the term November 1, 2008 through October 31, 2009, in an amount not to exceed $156,840; and

 

B)

Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by providing dental health care services to homeless individuals in San Mateo County.

BACKGROUND:

San Mateo Medical Center (SMMC) was awarded the Health Care for the Homeless (HCH) grant from the Federal Bureau of Primary Health Care, Health and Resource Services Administration to provide primary, dental and behavioral health care to the County’s homeless population.

HCH is designed to assist homeless adults, families and youth with access to and utilization of the SMMC’s continuum of primary care, dental care, mental health, substance abuse, and other support services. The HCH Program also contracts with both County and community-based programs to provide these care and support services to those at-risk of being homeless and homeless individuals residing in shelters, transitional housing, on the streets and/or at other locations where homeless individuals congregate.

In 2007 the HCH Program, led by its Advisory Committee, implemented a planning process for providing outreach and access to primary care services for the homeless. The process included completing a strengths, weaknesses, opportunities and threats analysis, revising the Program’s mission statement and creating a statement of vision and values. Based on the planning process goals were developed for each of the programmatic areas of care. A Request for Proposals was issued in early 2007.

 

DISCUSSION:

The HCH Program chose to fund two County programs and three community-based programs to provide services to homeless individuals. On-Site Dental Care Foundation was selected to provide comprehensive dental health care services to individuals who are homeless and/or at risk of being homeless. On-Site Dental Care Foundation will service approximately 384 homeless individuals.

The delay in getting this contract completed was due in large part to relocation of On- Site Dental Care Foundation and changes in personnel and responsibilities within that organization.

County Counsel and Risk Management have reviewed and approved this Agreement. The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is November 1, 2008 through October 31, 2009. The maximum amount of the Agreement is $156,840. Expenditures and grant revenue for this Agreement are included in SMMC’s FY 2008-09 Adopted Budget and will be included in the FY2009-10 Recommended Budget. There is no Net County Cost.
