SUBJECT:

Approval of a Revised San Mateo County Department of Public Works Work Plan for Utilizing the 2007-08 Appropriation of Proposition 1B Transportation Bond Funds

 

RECOMMENDATION:

Adopt a resolution approving a revised work plan for utilizing the 2007-08 Appropriation of Proposition 1B Transportation Bond funds.

The proposed work will improve County roads for the benefit of the general public.

 

BACKGROUND:

Previous Board Actions

1.

Adopted the County budget for fiscal years 2007-08 and 2008-09.

Adopted an initial list of projects on December 18, 2007, to be funded with the 2007-08 Appropriation of Proposition 1B Transportation Bond and Road Funds.

Adopted a revised list of projects on February 26, 2008, to be funded with the 2007-08 Appropriation of Proposition 1B Transportation Bond and Road Funds.

 

4.

Adopted a work plan on September 16, 2008, for utilizing the 2007-08 Supplemental Appropriation for Counties under Proposition 1B Transportation Bond funds.

   

5.

Adopted a work plan on November 18, 2008, for utilizing the 2008-09 Appropriation of Proposition 1B Transportation Bond funds.

 

In November 2006, California voters passed Proposition 1B, which authorized the distribution of bond monies to California agencies for the purpose of maintaining and improving an agency’s road infrastructure.

 

San Mateo County received $7,165,625.45 from the 2007-08 Appropriation and $1,558,525.74 from the 2007-08 Supplemental Appropriation for Counties under Proposition 1B Transportation Bond funds. The release of the 2008-09 Appropriation is on hold due to the current State budget deficit.

 

DISCUSSION:

Your Board approved an initial list of projects for the 2007-08 Proposition 1B Funds on December 18, 2007 and adopted a revised list of projects on February 26, 2008 to allocate some of the 2007-08 funds for pavement repair work including pothole filling, crack filling, and minor pavement patching. This action allowed Public Works to complete these tasks that would otherwise have been deferred due to the withholding of Gas Tax allocations.

 

Due to the economic downturn and uncertainty of the State budget forecast for next year, the Department has developed a revised work plan to allocate all of the 2007-08 bond funds to pavement repair work which otherwise would have been deferred due to lack of funds. The recommended plan is intended to provide additional gas tax revenue in the Road Fund to use for reserves for future years. The projects removed from the list will be included on the list for completion in upcoming years when funding is available. It is anticipated that there will be funding for these projects in the future from the allocation of Proposition 42 (sales tax on gasoline) funds, the repayment of the withheld gas tax funds, and potentially additional bond funds.

 

The proposed revisions to the Work Plan are shown in Exhibit 1.

 

The resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The additional pavement repair work will be financed entirely with the 2007-08 Appropriation of Proposition 1B Transportation Bond funds for a total of $7,165,625.45.

 

There will be no impact to the General Fund.
