Phase 3 Improvements - Edgewood Park & Natural Preserve Interpretive Center, 6 Old Stage Coach Road, Redwood City

 

RECOMMENDATION:

Adopt a resolution adopting plans and specifications, including conformance with prevailing wage scale requirements, and calling for sealed bids on Tuesday, June 9, 2009, at 2:30 p.m. for Phase 3 Improvements - Edgewood Park & Natural Preserve Interpretive Center, 6 Old Stage Coach Road, Redwood City, California.

 

VISION ALIGNMENT:

Commitment: Preserve and provide people access to our natural environment.

Goal 14: Important natural resources are preserved and enhanced through environmental stewardship.

 

Adoption of the proposed resolution contributes to this commitment and goal by constructing an educational center to inform the public about the Park and Natural Preserve.

 

BACKGROUND:

The San Mateo County Parks and Recreation Foundation in conjunction the Department of Parks developed concept plans for the Interpretive Center which included a bus and overflow parking area, a 1,200-square-foot building and 1,500-square-foot outdoor deck, improvements to the existing parking areas, a new pedestrian bridge, and a new water storage tank and utilities. The project was proposed to be built in three phases:

 

Phase 1 – Construction of a new pedestrian bridge completed in Fiscal Year 2005-06.

 

Phase 2 – Construction of a bus and overflow parking area completed in Fiscal Year 2005-06.

 

Phase 3 – Construction of a new building/deck, trails, a new water storage tank and utilities, and improvements to the existing parking area proposed to be constructed during Fiscal Year 2009-10.

 

On March 3, 2009 your Board adopted an Appropriation Transfer Request to provide an appropriation in the Capital Projects Fund for oversight of the proposed Phase 3 work.

 

DISCUSSION:

The proposed Phase 3 work will provide a new exhibit building with outdoor deck, amphitheater and associated trails, a new water storage tank and utilities, and improvements to the existing parking area.

 

Public Works staff will manage bidding and awarding the contract, conduct pre-bid and pre-construction conferences, and administer contract revisions and payment requests. The Parks and Recreation Foundation hired an architect and construction manager to oversee the construction.

 

The Department of Parks has certified that the Negative Declaration to develop an Interpretive Center at Edgewood County Park and Natural Preserve is complete, correct, and adequate and prepared in accordance with the California Environmental Quality Act and applicable State and County guidelines.

 

The resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The estimated construction cost is $800,000. An appropriation will be included in the Fiscal Year 2009-10 Capital Projects Budget. The entire project is financed by the Parks & Recreation Foundation. There is no impact to the County General Fund.
