BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION 1) WAIVING THE COMPETITIVE BID PROCESS, AND 2) AUTHORIZING THE PURCHASING AGENT TO ISSUE A PURCHASE ORDER FOR SEVEN EXTRICATION SYSTEMS FOR COUNTY FIRE IN THE AMOUNT OF $161,555.84 THAT WILL BE FULLY REIMBURSABLE THROUGH AN OFFICE OF TRAFFIC SAFETY (OTS) GRANT RECEIVED BY COUNTY FIRE IN 2008.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the California Department of Fire (CalFire) was awarded a grant of $310,457 in September of 2008, and

 

WHEREAS, CalFire has recommended the purchase of specialized extrication equipment from Fire Service Specification & Supply of Santa Ana, California in an amount of $161,555.84, with the understanding that the equipment will be used to rescue accident victims trapped in vehicles, and

 

WHEREAS, the County of San Mateo would purchase the extrication equipment on behalf of CalFire and would be fully reimbursed by the State of California through the grant, and

 

WHEREAS, San Mateo County Ordinance Code section 2.83.050 says that The Board of Supervisors may waive any of the provisions of this chapter which require competitive bidding in any situation where the Board of Supervisors determines that the best interests of the County would be served without the necessity of competitive bidding, and

 

WHEREAS, it is in the best interest of the County to waive the competitive bidding process because the tools provided by Fire Services Specification & Supply include safety features that are not available in similar, less costly equipment, including:

    the latest technology such as a single hose (core) for hydraulic supply,

    cutters designed to cut new generation vehicles that many other tools simply will not cut effectively,

    smaller, lighter, and more powerful power units, which make it possible for a single firefighter can carry the power unit, and

    built-in LED lighting which gives much better visibility during nighttime operations.

 

    NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that Board of Supervisors determines that the best interests of the County would be served without the necessity of competitive bidding for the purchase of the extrication equipment from Fire Services Specification & Supply, and the competitive bid process is hereby waived.

 

    BE IT FURTHER RESOLVED that the purchasing agent is authorized to issue a purchase order for seven extrication systems for County Fire in the amount of $161,555.84 that will be fully reimbursable through an Office of Traffic Safety (OTS) grant received by County Fire in 2008.
