BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION: 1) AWARDING AND AUTHORIZING EXECUTION OF A CONTRACT WITH HALF MOON BAY GRADING & PAVING, INC. IN THE AMOUNT OF $184,523 FOR THE RECONSTRUCTION OF MILLS AVENUE PROJECT IN THE WEST MENLO PARK AREA (PROJECT NO. RH303, F-36 [324C]), AND 2) AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO EXECUTE CONTRACT CHANGE ORDERS IN AN AMOUNT NOT TO EXCEED $27,677 OR APPROXIMATELY 15% OF THE CONTRACT AMOUNT.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, this Board of Supervisors did, on March 3, 2009, approve Resolution No. 069967, adopting the Plans and Specifications, including conformance with prevailing wage rates scale requirements and calling for sealed proposals for the Reconstruction of Mills Avenue Project – West Menlo Park Area; and

 

WHEREAS, the Clerk of this Board of Supervisors did, in public on Tuesday, March 24, 2009 at 2:30 p.m., open and examine all sealed proposals that were received in the specified time for the doing of the work referred to in said Resolution No. 069967; and

 

WHEREAS, this Board of Supervisors has caused an analysis of said sealed proposals to be made by the Director of Public Works of the County of San Mateo, and has, in open session, fully reviewed and considered said proposals and the analysis thereof; and

 

WHEREAS, the lowest responsible bid was submitted by Half Moon Bay Grading & Paving, Inc., in the amount of One Hundred Eighty-Four Thousand Five Hundred Twenty-Three and 00/100 Dollars ($184,523.00) based on an estimate of the amount of work to be done.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED

 

1.

That it is in the best interest of the County of San Mateo to award the contract for the Reconstruction of Mills Avenue Project in the West Menlo Park Area to:

   
 

Half Moon Bay Grading & Paving, Inc.

 

1780 Higgins Canyon Road

 

Half Moon Bay, CA 94019-2522

   

2.

That the County of San Mateo shall enter into a written contract with Half Moon Bay Grading & Paving, Inc. for the completion of the work as required by the Plans and Specifications adopted and approved by this Board of Supervisors, and on file in the office of the Director of Public Works of the County of San Mateo.

 

3.

That the President of this Board of Supervisors shall be, and is hereby, authorized and directed, for and on behalf of the County of San Mateo, to enter into said written contract with Half Moon Bay Grading & Paving, Inc. for the doing of said work, as hereinbefore mentioned and to receive and approve the Faithful Performance Surety Bond and the Labor and Material Surety Bond required to be posted by the said Contractor with the County of San Mateo in connection therewith.

 

4.

That all payments to the Contractor be in accordance with the Plans, Specifications, and other contract documents, based on the Director of Public Works' written estimates of work actually done.

 

5.

That, Paragraph 4 notwithstanding, aggregate payments to the Contractor shall not exceed the sum of Two Hundred Twelve Thousand Two Hundred and No/100 Dollars ($212,200.00) which includes a contingency for change orders in an amount not to exceed $27,677 without this Board's approval.

   

6.

That the Public Works Director is hereby authorized to execute change orders in an amount not to exceed $27,677.

   

7.

That the Clerk of the Board of Supervisors, County of San Mateo, shall be, and is hereby, authorized and directed to attest the signature of the President of this Board of Supervisors to said written contract.
