Agreement with Shelter Network

RECOMMENDATION:

Adopt a resolution:

1.

Authorizing the President of the Board to execute an Agreement with Shelter Network to provide behavioral health care services to San Mateo County’s homeless population for the term of November 1, 2008 through October 31, 2009, in an amount not to exceed $221,075; and

   

2.

Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions

BACKGROUND:

San Mateo Medical Center (SMMC) was awarded the Health Care for the Homeless (HCH) grant from the Federal Bureau of Primary Health Care of the Health and Resource Services Administration to provide primary, dental, and behavioral health care to San Mateo County’s homeless population. HCH is designed to assist homeless adults, families and youth with access to and utilization of the SMMC’s continuum of care and other support services. The HCH Program contracts with both County and community-based programs to provide this care.

In 2007, the HCH Program implemented a planning process which included completing a Strengths, Weaknesses, Opportunities and Threats (SWOT) Analysis along with revising the Program mission and creating a vision and values. Goals were developed for each of the programmatic areas of primary care, dental care and behavioral health care. A Request for Proposals (RFP) was issued following the planning process. There are other contracts with Shelter Network for specialized mental health and alcohol and other drug services. Those contracts are for different terms.

 

DISCUSSION:

Shelter Network will receive HCH funding to provide comprehensive behavioral health care services to individuals who are homeless and/or at risk of being homeless. Under this Agreement, Shelter Network will provide behavioral health case management services including initial assessments and ongoing case management services to 925 unique homeless individuals. These services are provided to residents of Maple Street Shelter, First Step For Families and Safe Harbor Shelter, as well as to those living on the street. All services will be subject to standards listed in the Agreement. This Agreement was delayed because all properly executed documents were not received from the contractor until late March.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel and Risk Management have reviewed and approved this Agreement.

 

FISCAL IMPACT:

The term of the Agreement is November 1, 2008, through October 31, 2009. The maximum amount of the Agreement is $221,075. All funds for this Agreement are provided by the HCH grant. Expenditures and grant revenue for this Agreement are included in San Mateo Medical Center’s FY 2008-09 Adopted Budget and are included in the FY 2009-10 Recommended Budget. There is no Net County Cost.
