Recommended Revision to the Salary Ordinance

 

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The addition of two positions, deletion of two positions, salary adjustment of one position, and addition of one differential pay will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work.

 

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make adjustments to department staffing configurations.

 

Discussion

The salary ordinance changes herein represent:

the addition of two positions,

the deletion of two positions,

the salary adjustment of one position, and

the addition of one differential pay.

 

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

 

The specific actions are discussed in detail below.

 

ORGANIZATION 15000 TAX COLLECTOR-TREASURER

 

Action:

Add: A 5% lead differential pay, in addition to all other compensation, to one Fiscal Office Specialist position.

   

Explanation:

This is the addition of a 5% differential pay, in addition to all other compensation, to one Fiscal Office Specialist position that is assigned lead responsibilities over the cashiering functions of the department. This action represents a monthly salary and benefits cost of $229. There is no change in the total number of authorized positions.

 

ORGANIZATION 37000 COUNTY LIBRARY

 

Action:

Add: 5% to the base pay of the Assistant Director of Library Services classification, in addition to all other compensation.

   

Explanation:

This is the addition of 5% to the base pay of the Assistant Director of Library Services, in addition to all other compensation. This adjustment will align the compensation with comparable classifications in similar library systems. This action represents a monthly salary and benefits cost of $561. There is no change in the total number of authorized positions.

 

ORGANIZATION 45000 PUBLIC WORKS ADMINISTRATION

 

Action:

Delete: One position of E337, Office Specialist
Biweekly Salary: $1,570.40 – $1,963.20
Approximate Monthly Salary: $3,403.00 – $4,254.00

   
 

Add: One position of E350, Fiscal Office Specialist
Biweekly Salary: $1,694.40 – $2,117.60
Approximate Monthly Salary: $3,672.00 – $4,589.00

   

Explanation:

This is the deletion of one vacant Office Specialist position and the addition of one Fiscal Office Specialist position. These changes will assist with the overall strategic effectiveness of the department and allow for better cross-training opportunities within the unit. These actions represent a monthly salary and benefits cost of $459. There is no change in the total number of authorized positions.

 

ORGANIZATION 66000 SAN MATEO MEDICAL CENTER

 

Action:

Delete: One position of D144, Clinical Services Manager I - Nursing
Biweekly Salary: $3,575.20 – $4,468.80
Approximate Monthly Salary: $7,747.00 – $9,683.00

   
 

Add: One position of D051, Quality Assurance Manager
Biweekly Salary: $3,575.20 – $4,468.80
Approximate Monthly Salary: $7,747.00 – $9,683.00

   

Explanation:

This is the deletion of one vacant Clinical Services Manager I – Nursing position and the addition of one Quality Assurance Manager position. These changes will assist with the overall strategic effectiveness of the department. This action represents no change in the monthly salary and benefits costs. There is no change in the total number of authorized positions.

 

Fiscal Impact

These actions represent a monthly salary and benefits savings of $1,249.00 or an annual savings of $14,988.00.
