Second Amendment to the Agreement with Kate Bristol Consulting

 

RECOMMENDATION:

Adopt a Resolution Authorizing:

A.

A Second Amendment to the Agreement with Kate Bristol Consulting (KBC) to provide consulting services for the San Mateo County Homeless Continuum of Care (CoC) Application, HOPE (Housing Our People Effectively) implementation, and completing the January 2009 Required Homeless Census and Survey Reports, the term remains the same, August 15, 2007 through August 14, 2010; increasing the amount by $69,250 to $168,750; $69,250 is Net County Cost; and

 

B.

The Director of the Human Services Agency or the Director’s designee to execute contracts amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

This Second Amendment contributes to this commitment and goal by preparing the 2009 Housing and Urban Development (HUD) application which will award over $5.2 million to homeless service providers, and technical assistance for HOPE (10-Year Plan to End Homelessness in San Mateo County) to prevent and end homelessness in San Mateo County.

BACKGROUND:

On August 9, 2007, the Human Services Agency (HSA) entered into an Agreement with KBC for consultation services and technical assistance for the preparation of the CoC application, assistance with the planning and development of the HOPE 10-Year Plan to end homelessness in San Mateo County, and the January 2009 Mandated Homeless Census and Survey. The County Manager’s Office (CMO) approved Agreement Number 71000-08-C080, in the amount of $50,000 for the term of August 15, 2007 to August 14, 2010. On September 18, 2008, the CMO approved the First Amendment to the Agreement increasing the amount by $49,500 for the total obligation of $99,500.

 

DISCUSSION:

This Second Amendment is for the Contractor to continue to provide technical support in preparation of the HUD CoC Application for 2009, technical assistance for the January 2009 Mandated Homeless Census and Survey (data analysis and final report); and provide technical support for HOPE, Inter Agency Council (IAC), and Lead Person Collaborative (LPC). Technical support to IAC and LPC is an additional tasks provided by KBC due to the consultation gap created by the departure of Debbie Grief Consulting. The CoC application preparation for 2010 will be conducted through Request For Proposal (RFP) process.

 

The Contractor has assured compliance with the County’s Contractor Employee Jury Services Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This Agreement has been reviewed and approved as to form by the County Counsel’s office and Risk Management has approved the Contractor’s insurance coverage.

 

FISCAL IMPACT:

The Second Amendment to the Agreement with KBC adds $69,250, of which $51,250 is for Fiscal Year (FY) 2008-09 and $18,000 for FY 2009-10, for a total obligation of $168,750. The term remains August 15, 2007 to August 14, 2010. Funding for this Amendment is included in the FY 2008-09 Adopted Budget and will be included in the FY 2009 -10 Recommended Budget. Funding for this Amendment is 100% Net County Cost.
