RESOLUTION IN SUPPORT OF ASSEMBLY BILL 47 (MA),

INCOME TAXES: CREDIT ADOPTION

______________________________________________________________

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, less than 11 percent of the adoptions completed annually in California are for foster children 12-years of age or older, despite the fact that older youth represent approximately 40 percent of the foster care caseload; and

WHEREAS, Assembly Bill 47 (Ma) would increase maximum tax credit allowed from $2,500 to $5,000 per minor child, if the child is over age 12 at the time of adoption, or if the child was living in a group home or residential treatment facility for a period of at least six months within the 18 months preceding adoption; and

WHEREAS, this credit would begin on or after January 1, 2009, and before January 1, 2015; and

WHEREAS, on January 1, 2015, the adoption tax credit will revert to its current form (with a credit cap of $2,500 per minor child).

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors by the adoption of this resolution hereby supports Assembly Bill 47 (Ma) regarding income taxes credit for adoption costs.
