SUBJECT:

Amendment to the Agreement with KMD Architects and Planners for Architectural Consulting Services for the Receiving Home at the San Mateo County Youth Services Center (Project No. P7T04).

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute an amendment to the Architectural Consultant Agreement for architectural services with KMD Architects and Planners for the Receiving Home at the San Mateo County Youth Services Center, to increase the County’s maximum fiscal obligation by $24,022.00, for a new total not to exceed amount of $302,322.00.

The Board’s adoption of the proposed resolution will expedite projects that can improve various County facilities for the benefit of both the employee and the public that use these facilities.

BACKGROUND:

On June 20, 2006 the Board adopted Resolution Number 068057, authorizing an agreement with KMD, Architects and Planners for architectural consultations services for the Receiving Home at the Youth Services Center for a maximum not to exceed amount of $278,300.

 

DISCUSSION:

The Receiving Home facility originally was to be constructed with modular building units under the Turner Construction Company agreement that included the entire Youth Services Center project. This piece of the project was removed from Turner’s responsibility and a RFP was issued for an architect. The firm of KMD Architects was selected and the project was designed and constructed as a separate project. During the course of design and construction administration various additional work items were required that went beyond the scope of the original project. Public Works has reviewed the architect’s claim for additional fee and believes their request is fair and justified. To compensate the architect for additional services, the amendment will provide for additional funds. Total amended fee of $302,322 is 9% of the $ 3,672,000.00 awarded bid which is inline with consultant fees (8% -12%) for projects of this type and size.

 

The resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The total revised professional consulting fee is $302,322 (Base fee $278,300 plus Amendment 1 for $24,022). The project was funded by the sale of lease revenue bonds and $1,000,000.00 from both the Human Services Agency and the County General Fund.
