San Carlos Airport East Taxiways Rehabilitation, Apron Rehabilitation/Sealcoat, East Access Road Rehabilitation, and Fencing and Gate Installation Project (AIP Project Number 3-06-0210-13)

 

RECOMMENDATION:

Adopt a resolution:

   

1.

Adopting the construction plans, specifications, and conformance with prevailing wage scale requirements for the San Carlos Airport East Taxiways Rehabilitation, Apron Rehabilitation/Sealcoat, East Access Road Rehabilitation, and Fencing and Gate Installation Project (AIP Project Number 3-06-0210-13) and calling for sealed proposals on Tuesday, June 16, 2009, at 2:30 p.m.; and

   

2.

Authorizing the Publication of a Notice to Contractors twice in a local newspaper; and

   

3.

Authorizing the Director of Public Works to call for bids and to set the bid opening date, time and place.

The rehabilitation of the access road, taxiways, and apron pavement and the replacement of airport security fencing and gates will improve the condition of these facilities and increase safety and security for the benefit of Airport users.

 

BACKGROUND:

Previous Board Action

Adopted Resolution No. 69926 accepting Airport Improvement Project (AIP) Grant Number 3-06-0210-13 from the Federal Aviation Administration (FAA) in the amount of $668,073 for the construction of safety, security and infrastructure Improvements at the San Carlos Airport; which includes funding for the San Carlos Airport east taxiways rehabilitation, apron rehabilitation/sealcoat, east access road rehabilitation, and fencing and gate Installation.

Adopted Resolution No. 69927 authorizing the Director of Public Works to accept matching grant funds from the California Department of Transportation (DOT) Division of Aeronautics equal to two and half percent (2.5%) of the aforesaid FAA grant.

 

History

Water ponding and pavement failures are present at various locations on the main access road, aircraft parking areas and taxiways at the San Carlos Airport (Airport). Additionally, Airport security fencing and gates are in need of replacement. The proposed project includes the rehabilitation of the access road and taxiways, including the installation of drainage improvements in these areas, the rehabilitation of apron pavement with a seal coat and the replacement of portions of fencing and gates, which will enhance safety and security at the Airport.

 

On February 10, 2009, your Board accepted an FAA grant for the proposed project in the amount of $668,073. The FAA has indicated that they may be able to provide additional AIP Grant or stimulus funds for this project; however, they are requiring that we obtain bids from contractors before they can provide us with the amount (if any) and timing for the additional grant funding. The proposed project will be bid in three separate bid schedules to allow the project’s scope of work to be adjusted based on the final amount of FAA funding.

 

DISCUSSION:

The proposed project has been designed in accordance with FAA guidelines and has been reviewed and approved by the FAA.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The total cost of the project if all three bid schedules are awarded is estimated at $1,625,300 and is proposed to be financed as follows:

The project will be initially financed from the Airport Enterprise Fund as the Federal and State grants are received on a reimbursable basis. The Airport Enterprise Fund has sufficient funds available to handle the cash flow requirements of this project while monthly grant payments are being requested of the FAA and the State.

 

There is no impact to the General Fund.
