RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN MATEO

    IN SUPPORT OF CONTINUING PARTICIPATION IN THE FISHNET 4C PROGRAM AND PROVIDING COUNTY MATCHING FUNDS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of

California, that

 

    WHEREAS, the Central California coastal counties of Monterey, Santa Cruz, San Mateo, Marin and Sonoma formed FishNet 4C, the Fishery Network of Central California Coastal Counties, in 1998 to address the decline of coho salmon and steelhead trout populations; and

 

    WHEREAS, Coho salmon are currently listed as endangered (federal and state) and steelhead trout are listed as threatened (federal) throughout the FishNet 4C region and,

 

    WHEREAS, the FishNet 4C Steering Committee comprises county supervisors and staff, as well as staff from local, state and federal agencies collaborating to support fishery restoration efforts; and,

 

    WHEREAS, with the support of the FishNet 4C program, the counties have made major progress over the past decade in removing fish barrier migrations, developing a Road Maintenance Manual and training staff on BMPs to protect fisheries and water quality, assessing and addressing road conditions to prevent erosion and sedimentation, and developed policies that protect riparian habitat; and,

 

    WHEREAS, each county provides staff support to implement fisheries restoration projects and to train staff on road maintenance and fish passage project design; and

 

    WHEREAS, through these efforts the counties fulfill their responsibilities under the Endangered Species Act and Clean Water Act; and,

 

    WHEREAS, FishNet 4C has received funding over the past ten years from the California Resources Agency, NOAA National Marine Fisheries Service, and the Department of Fish and Game; and

 

    WHEREAS, each of the counties is requested to contribute $5,000 annually, creating a cumulative contribution of $25,000 to be used as matching funds for the grant support received by FishNet 4C.

 

    NOW, THEREFORE, BE IT RESOLVED that the County of San Mateo Board of Supervisors: (1) Supports the continued participation in FishNet 4C, (2) Continues to commit staff time to the implementation of fisheries restoration projects and staff training, and (3) Allocates an annual contribution of $5,000 for the implementation of the FishNet 4C work program.

 

    BE IT FURTHER RESOLVED that the protection of fishery resources and water quality and the coordination with the FishNet 4C program be considered a priority for county department directors and staff, as their cooperation and efforts are essential to the success of restoring endangered and threatened salmonid fisheries.
