BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION

(1) AUTHORING THE CONTY MANAGER TO EXECUTE, PROCESS AND SUBMIT ANY AND ALL DOCUMENTS REQUIRED FOR THE COUNTY OF SAN MATEO’S RECEIPT OF FEDERAL ECONOMIC STIMULUS FUNDS, INCLUDING BUT NOT LIMITED TO FUNDING APPLICATIONS, CERTIFICATIONS AND AGREEMENTS, AND RELATED DOCUMENTS THAT ARE NECESSARY IN ORDER FOR THE COUNTY OF SAN MATEO TO RECEIVE FEDERAL ECONOMIC STIMULUS FUNDS, AND

 

(2) AUTHORIZING THE COUNTY MANAGER TO EXECUTE AGREEMENTS NECESSARY FOR THE COUNTY OF SAN MATEO’S EXPENDITURE OF FEDERAL ECONOMIC STIMULUS FUNDS, INCLUDING BUT NOT LIMITED TO AGREEMENTS WITH INDEPENDENT CONTRACTORS AND SERVICE PROVIDERS FOR SERVICES TO BE FUNDED BY FEDERAL ECONOMIC STIMULUS FUNDS, AND

 

(3) DIRECTING THE COUNTY MANAGER TO SUBMIT TO THE BOARD OF SUPERVISORS FOR RATIFICATION AND ACCEPTANCE A MONTHLY REPORT OF ANY AND ALL DOCUMENTS EXECUTED, PROCESSED, OR SUBMITTED IN CONNECTION WITH THIS RESOLUTION.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, in light of the recent economic downturn, the federal government is making available to local governments certain economic stimulus funds under programs including but not limited to the American Recovery and Reinvestment Act (ARRA); and

 

WHEREAS, the County of San Mateo’s application for, receipt of, and expenditure of federal economic stimulus funds will require the execution, processing, and submission of a variety of documents, including but not limited to funding applications, funding certifications, funding agreements, and agreements to spend the economic stimulus funds; and

 

WHEREAS, the documents that must be executed, processed, and submitted in order for the County of San Mateo to receive the federal economic stimulus funds must be executed, processed and submitted within very short timelines, which cannot be met if the documents follow the routine process of submitting items to the Board of Supervisors for consideration on the agenda of regular meetings of the Board of Supervisors; and

WHEREAS, San Mateo County Ordinance Code section 2.83.140 provides that in the capacity of Purchasing Agent, the County Manager is generally authorized to execute agreements in an amount not to exceed One Hundred Thousand dollars ($100,000.00); and

WHEREAS, in order for the County of San Mateo to benefit from federal economic stimulus funds, this Board of Supervisors wishes to delegate certain limited and specific additional authority to the County Manager in connection with application for and expenditure of federal economic stimulus funds.

 

    NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED as follows:(1) This Board of Supervisors hereby authorizes the County Manager to execute, process, and submit any and all documents required for the County of San Mateo’s receipt of federal economic stimulus funds, including but not limited to funding applications, funding certifications, and funding agreements. (2) This Board of Supervisors authorizes the County Manager to execute agreements necessary for the County of San Mateo’s expenditure of federal economic stimulus funds, including but not limited to agreements with independent contractors and service providers for services to be funded by federal economic stimulus funds. (3) The County Manager shall submit to the Board of Supervisors for ratification and acceptance a monthly report of any and all documents executed, processed, or submitted in connection with this resolution.
