RESOLUTION (A) DETERMINING THAT THE BEST INTERESTS OF THE COUNTY WOULD BE SERVED WITHOUT THE NECESSITY OF COMPETITIVE BIDDING, AND WAIVING THE COMPETITIVE PROCUREMENT PROCESS, AND (B) AUTHORIZING THE PURCHASING AGENT TO ENTER INTO A PURCHASE ORDER WITH RICKER MACHINERY, GOLDEN GATE TRUCK CENTER, MME, AND BAYSHORE INTERNATIONAL FOR THE PURCHASE OF CONSTRUCTION VEHICLE AND EQUIPMENT, AND (C) AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO SIGN THE GRANT AGREEMENT WITH THE BAY AREA AIR QUALITY MANAGEMENT DISTRICT TO RECEIVE $500,000 DOLLARS IN GRANT FUNDING, AND (D) AUTHORIZING THE ALLOCATION OF UP TO $1,100,000 FROM THE ROAD FUND AS MATCHING FUNDS FOR THE GRANT. |

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that |
WHEREAS, the Department of Public Works has submitted a grant application to the Bay Area Air Quality Management District (BAAQMD) for $500,000 dollars for the purchase for Alternative Fueled Vehicle and on-road equipment; and |
WHEREAS, the BAAQMD requires that only vendors and equipment certified by the California Air Resources Board be used to make purchases with these grants, and |
WHEREAS, Ricker Machinery, Golden Gate Truck Center, MME, and Bayshore International meets these qualifications and also offers special governmental pricing for the desired equipment; and |
WHEREAS, the grant from BAAQMD requires that the County provide matching funds in order to qualify for the grant; and |
WHEREAS, these funds are available within the budget for the Road Fund. |
NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that (A) this Board of Supervisors determines that the best interests of the County would be served without the necessity of competitive bidding, therefore the competitive procurement process is waived, and (B) the Purchasing Agent is authorized to enter into a Purchase Order with Ricker Machinery, Golden Gate Truck Center, MME and Bayshore International for the purchase of on-road construction vehicle and equipment, and (C) the Director of Public Works is authorized to sign the agreement with the Bay Area Air Quality Management District to receive $500,000 dollars in grant funding, and (D) up to $1,100,000 is authorized to be used from the Road Fund as matching funds for the grant. |
