Agreement with Caminar for mental health and support services

 

RECOMMENDATION:

Adopt a Resolution:

1) Waiving the Request for Proposals requirement for supported education services; and

 

2) Authorizing the President of the Board to execute an Agreement with Caminar for the provision of housing and housing-related services, supported education services, intensive case management services, and rehabilitation services for the term July 1, 2009 through June 30, 2010, for a maximum obligation of $6,704,875; and

 

3) Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by providing housing and housing-related services, supported education services, intensive case management, and rehabilitation services for adults.

 

Behavioral Health and Recovery Services (BHRS) provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of transitional residential services provided through this Agreement contributes to this measure.

BACKGROUND:

BHRS has contracted with Caminar for over 26 years for housing and housing-related services, supported education services, and rehabilitation services to psychiatrically disabled adult consumers. Without community-based support services, BHRS clients who receive these services would be at significantly increased risk of psychiatric hospitalization, placement in a locked facility, or becoming homeless.

 

DISCUSSION:

BHRS is contracting with Caminar for FY 2009-10. Caminar will provide crisis residential treatment, transitional residential treatment, medication support, case management, intensive case management, rehabilitation services for adult clients, and enhanced supported education services. The supported education services are included in the Mental Health Services Act (MHSA) plan approved by the State. BHRS is requesting a waiver of the Request for Proposals (RFP) requirement for supported education services for this Agreement. Caminar is the only known provider of supported education services in San Mateo County. Under the B-1 Administrative memorandum, the selection of providers of housing services for Mental Health Services clients is exempt from the RFP process.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2009 through June 30, 2010. The Agreement maximum will be $6,704,875. Of that amount, Medi-Cal and Medicare will each fund $1,039,236, Substance Abuse and Mental Health Services Administration (SAMHSA) grant funds will provide $48,340, MHSA funds will provide $159,700, and sales tax provided through realignment will cover $3,510,734. The Net County Cost is $907,629. Funds for these services have been included in the BHRS FY 2009-10 Recommended Budget.
