Agreement with Youth Leadership Institute

 

RECOMMENDATION:

Adopt a Resolution:

    1) Authorizing the President of the Board to execute an Agreement with the Youth Leadership Institute to provide alcohol and drug prevention services for the term of July 1, 2009 through June 30, 2011, for a maximum obligation of $179,558; and

 

2) Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

This Agreement contributes to this commitment and goal by providing coordination of Friday Night Live (FNL) and Club Live (CL) youth development and environmental prevention efforts which in turn contribute to the health and safety of the communities of San Mateo County.

BACKGROUND:

In July 2007, Alcohol and Other Drug Services (AOD) released a Request for a Letter of Interest for the provision of countywide FNL and CL coordination, training and technical assistance on youth development and environmental prevention efforts. Youth Leadership Institute (YLI) was the only respondent, and contracted to provide these prevention services beginning January 1, 2008. YLI has over 15 years of experience coordinating community-based programs for young people and adult allies in San Mateo, San Francisco, and Marin counties. YLI develops and supports FNL and CL member groups and action teams throughout San Mateo County and builds capacity through youth-adult partnerships to support the successful development of county-wide and community-based AOD prevention efforts.

 

DISCUSSION:

Through this Agreement YLI will provide prevention services to a network of member groups and action teams composed of high school and middle school youth and community-based partnership efforts. Using a framework of youth development principles and standards of practice, YLI will work with adults and youth to build community capacity in youth-led environmental change efforts. Action teams will engage in efforts to positively impact their communities. YLI organizes and provides training and staff support to the FNL and CL programs, which are designed to involve youth in environmental prevention strategies. These programs directly involve approximately 100 youth, and reach many more.

 

This Agreement has been reviewed and approved by County Counsel and Risk Management. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2009 through June 30, 2011, for a maximum obligation of $179,558. The amount of $89,779, has been included in the Behavioral Health and Recovery Services (BHRS) FY 2009-10 Recommended Budget and $89,779 will be included in the BHRS FY 2010-11 Recommended Budget. Funding is provided by the State Net Negotiated allocation. There is no Net County Cost
