Second Amendment to Agreement with the Service League of San Mateo County

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a Second Amendment to the Agreement with the Service League of San Mateo County for the provision of alcohol and drug services, for the term of January 1, 2008 through June 30, 2009, decreasing the Bay Area Services Network allocation $25,712, for a revised maximum obligation of $630,284.

This Agreement contributes to this commitment and goal by providing individuals and families with intervention and treatment services to support recovery, which in turn contributes to the health and safety of the communities in San Mateo County.

 

Behavioral Health and Recovery Services (BHRS) provides a range of services to promote wellness and recovery and to support clients to maintain abstinence and sobriety.  The provision of substance abuse treatment services provided through this Agreement contributes to this measure.

BACKGROUND:

BHRS receives an annual Bay Area Services Network (BASN) allocation for Alcohol and Other Drug (AOD) treatment services through the State Net Negotiated Agreement (NNA). In the Spring of 2008 BHRS conducted a Request For Proposals (RFP) process for BASN parolee treatment services. After review, eight proposers were selected.

 

On December 4, 2007, your Board approved agreements with 12 contractors for the provision of AOD treatment services funded through the NNA for the term January 1, 2008 through June 30, 2009. The Service League of San Mateo is one of these 12 contractors. On August 5, 2008, your Board approved amendments to eight of the 12 contractors including the Agreement with the Service League of San Mateo County, to incorporate additional BASN funded AOD treatment services targeted to parolees.

 

DISCUSSION:

This Second Amendment reduces the BASN funding allocation for the Agreement with the Service League of San Mateo County. This is one of several amendments to agreements that are being submitted for approval in order to reallocate BASN funds. These reallocations will allow AOD to maximize the provision of BASN funded services through the end of FY 2008-09.

 

This amended Agreement has been reviewed and approved by County Counsel and Risk Management. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term for this amended Agreement remains January 1, 2008 through June 30, 2009. The Agreement’s maximum obligation of $655,996 is being reduced by $25,712, for a new maximum obligation of $630,284. The maximum obligation for FY 2008-09 is decreased from $460,053 to $434,341. Of that amount, NNA will fund $169,662; BASN will fund $13,343; the Health System Administration will fund $17,355 for co-occurring services. The remaining balance of $233,981 represents the Net County Cost for FY 2008-09. These funds are included in the BHRS Adopted FY 2008-09 Budget.
